The Department of Planning and Investment of Binh Thuan province (old) has not fully performed the task of monitoring and evaluating the project under its management scope as prescribed.

In addition, the investor started construction of the Sunny Villa Resort in 2009 without a license and was not exempted from a construction permit as prescribed. In addition, the People's Committee of Mui Ne Ward (old) did not strictly manage the construction order situation in the locality and did not organize inspections. By the end of the first period of 2025, the investor still owed 17 billion VND in land rent.

The People's Committee of Mui Ne Ward coordinated with relevant departments and branches to review and handle violations of construction order and organize meetings to review and handle responsibilities of relevant groups and individuals. For the land area of ​​1,388,860m² that was revoked, the investor contacted the Department of Finance and the Department of Agriculture and Environment for procedural guidance if they continued to need to rent land for project investment.
