After having the results of the fire prevention and fighting design appraisal, the Department of Construction urgently reviewed and issued the results of the post-design implementation design appraisal for 7 resettlement areas in Tuy Phong, Bac Binh, Luong Son, Ham Liem, Hong Son, Ham Kiem and Tan Lap communes. Particularly for the Binh Thuan resettlement area, units need to urgently appraise the design as soon as receiving the documents to ensure the construction progress.
The Vice Chairman of the Provincial People's Committee also reminded the Branch of the Land Fund Development Center No. 1 that because it has not met the progress requirements, it needs to improve its responsibility and be more proactive in its work. The People's Committees of the communes where the project passes must strengthen their mobilization, create consensus among the people, shorten the time for posting and completing the approval of compensation plans to ensure the handover of the site before December 19, 2025; Binh Thuan ward must complete it no later than January 11, 2025.
Mr. Nguyen Hong Hai requested the Construction Investment Project Management Board No. 2 to coordinate with the Fire Prevention and Fighting Police to complete the appraisal, at the same time, carry out the procedures for selecting contractors, signing contracts and preparing to start the project according to the schedule. The unit also needs to work with the Railway Management Board to arrange capital for compensation payments and ensure the start of construction on December 19.
According to the report of the Department of Construction of Lam Dong province, the high-speed railway project on the North-South axis through the coastal area of Lam Dong province is 156.5km long with 2 stations: Phan Ri station in Bac Binh commune and Phan Thiet station in Binh Thuan ward. The scope of the project goes through the area of 18 communes and wards with a total planned clearance area of 1,046 hectares; the total number of affected households is 2,476 households and 36 organizations; the number of households expected to be resettled is 952 households. The resettlement plan for 952 households includes: 140 households resettled into the existing land fund of the commune, the remaining 812 households will build 8 new resettlement areas in 8 wards and communes.
According to the Construction Investment Project Management Board No. 2, there are 8 resettlement areas built with a total area of 27.7 hectares (1,011 plots of land), with a total investment of about 429 billion VND. Currently, the compensation plan has been posted in 100/111 cases (reaching a rate of 94%), the remaining 11 cases have not been posted. The compensation, support and resettlement plan has been approved in 14/111 cases (reaching a rate of 13%) of the resettlement area. Mobilizing people to hand over the site: Tuy Phong commune 0/15 households agreed, Bac Binh commune 10/15 households agreed, Luong Son commune 4/12 households agreed, Hong Son commune 15/17 households agreed, Tan Lap commune 8/14 households agreed and Binh Thuan ward 9/15 households agreed.
The North-South high-speed railway project is a strategic and key national project starting from Ngoc Hoi station (Hanoi), passing through provinces and cities and ending at Thu Thiem station (Ho Chi Minh City). The completion and operation of the high-speed railway will help promote the socio -economic development of Lam Dong coastal area.
