Accordingly, the document requests the Department of Construction to proactively implement or advise and propose to the Chairman of the Provincial People's Committee to direct the implementation of work to prevent, combat and respond to incidents caused by storms and floods to the traffic system and works in the area, especially on key traffic routes with inter-regional connectivity.
The Department of Agriculture and Environment, based on assigned tasks, researches, reviews and proposes solutions to enhance the capacity of the Commune-level Civil Defense Command to ensure that it meets the requirements of civil defense and disaster prevention and control in the new situation.

Along with that, it is proposed to prioritize investment to further improve the quality of weather and natural disaster forecasting; build an information network to warn of landslides, floods, and flash floods at key locations, so that agencies, units, and localities can develop and deploy appropriate and effective response plans.
At the same time, research and propose the Provincial People's Committee to develop new storm shelters and renovate and expand existing storm shelters.

Project management boards, in the process of proposing investment policies for traffic and construction works, must carefully survey the site and limit proposing routes and works in areas with complex terrain and geological conditions, strong divisions... which pose a potential risk of incidents during the investment, construction, exploitation and use process.
Along with that, direct the organization of construction scientifically , suitable to weather conditions, ensuring neatness, completion, and no scattered construction, especially during storm and flood season.
When an incident due to storm or flood occurs within the construction area, it is necessary to mobilize forces and equipment and coordinate with local forces to promptly respond and handle the situation.

In particular, the People's Committees of communes, wards and special zones continue to coordinate and support road management agencies in arranging areas for dumping collapsed soil and rocks to facilitate the work of overcoming slope collapse incidents; support site clearance work in cases where major damage requires widening the road towards the positive slope or rerouting to ensure safety.
In addition, support maritime and waterway management agencies in arranging dumping areas when dredging channels and channels due to sedimentation that does not ensure ship running depth, especially in river mouth areas during the rainy and flood season.

According to the Department of Agriculture and Environment, since the beginning of the year, the total damage caused by natural disasters in Lam Dong is estimated at about 791.5 billion VND. Of this, traffic infrastructure, irrigation and public works alone account for more than 600 billion VND.
In particular, 127 landslides have occurred in Lam Dong province; 3 irrigation works and 38 bridges and culverts have been severely damaged. Many important national highways such as National Highway 20, 28 and 28B have been seriously eroded. The provincial People's Committee has had to declare a natural disaster emergency for timely handling.
