Clarifying and unifying the operating method of the Central region's power system

The National Electricity System and Market Operation Company Limited (NSMO) said: On the morning of December 9, the Central Power System Dispatch Center (CSO) held a meeting with operational management units to clarify operational requirements and agree on the method of operating the Central power system in 2026.

The meeting was held in a combined form of in-person and online meetings, with the participation of CSO leaders; representatives of specialized departments; representatives of units of Power Transmission Company 2 (PTC2); Power Transmission Company 3 (PTC3); Central Power Corporation (EVNCPC) and member power companies (PCs); Central Power Project Management Board (CPMB), Southern Power Project Management Board (SPMB), Central Power Grid Project Management Board (CPCNPMU).

At the meeting, CSO presented key contents including: Load forecast for 2026; progress of additional power sources - grid; basic wiring method; operating mode in dry season, flood season and water storage season; assessment of load and voltage limits; maintenance and repair plan on the system.

In 2026, the load in the Central region is forecast to increase by 9% compared to 2025, with a total output of more than 33 billion kWh, while the system will receive more than 1,600 MW of new power sources and many important grid projects. Although the load growth is not too sudden, the high dependence on the weather and the large proportion of renewable energy sources in the power system will cause increasing pressure on the transmission grid, while the grid development speed has not kept up with the progress of power sources.

Many areas have been operating at high levels, with bottlenecks in renewable energy release such as Khanh Hoa and the Central Highlands. This requires CSOs to strengthen operational monitoring, flexibly adjust wiring configurations, and closely coordinate with transmission units to reduce the risk of local overload.

CSO also discussed with units about bottlenecks that are likely to be full/overloaded in N-0, N-1 modes; areas at risk of low voltage when the load increases; locations that need to pay attention to short-circuit current exceeding the standard.

At the same time, CSO also emphasized close coordination with operation management units to optimize maintenance and repair plans, limit work registration during peak dry and flood seasons; strengthen coordination in energizing new projects, control protection relays and ensure cosφ on medium and low voltage grids, and limit reverse generation Q at 110 kV stations.

At the meeting, CSO made a group of important recommendations to the operating units to ensure the Central region's power system operates safely - stably - reliably in 2026 such as: Strengthening technical management and equipment control, optimizing maintenance and repair plans; strengthening coordination on protective relay systems; coordinating the energization of new projects and renovation items.

Speaking at the meeting, representatives of the units frankly discussed and analyzed the difficulties and shortcomings in the implementation of tasks in the past time, and proposed many solutions to improve the operation method and enhance the effectiveness of coordination between the units. The opinions focused on core contents such as ensuring safe operation of the system; optimizing the mobilization of resources - grid; speeding up the progress of key transmission projects; and strengthening the information sharing mechanism to serve the operation of the power system.

The participating units also highly appreciated the timely and effective coordination of CSO in operations over the past time, especially in handling complicated situations, regulating source - load and ensuring safety and stability of the regional power grid.

In addition, the units have made a number of proposals and recommendations to continue improving the quality of coordination in the coming period. These contents will be compiled, analyzed and expected to be implemented by CSO in 2026, thereby contributing to solving existing difficulties and improving the operational reliability of the Central region's power system.

Concluding the meeting, Mr. Nguyen Nam Ha, Deputy Director of the Central Power System Dispatch Center, emphasized that 2026 not only requires safe operation of the transmission grid, but also requires the entire region to move towards building a flexible, modern power system that is highly adaptable to fluctuations in power sources and loads. The operation of the national power system in general and the Central power system in particular still faces many difficulties and challenges. Therefore, there needs to be smooth coordination and willingness to share between power grid management and operation units and CSOs to firmly ensure national energy security, meeting the requirements of socio -economic development and industrialization and modernization of the country.

The meeting is an opportunity for the operating units on the Central power system to agree on a common operating method, preparing for a year 2026 that is forecasted to have many fluctuations in load, renewable energy sources and electricity supply demand for key loads. The opinions exchanged at the meeting will be compiled by CSO, perfecting the operating method and coordination plan to ensure the Central power system operates safely, reliably and efficiently.
