Mr. Nguyen Ba Con, Vice Chairman of the Le Quy Don Thai Binh Club, former Deputy Head of the Propaganda Department of the Thai Binh Provincial Party Committee (old) said that in the preparation of documents for the 14th National Party Congress, there was an innovation in the layout, in which the draft Political Report of the 14th National Party Congress and the summary of 40 years of innovation were clearly shown. He expressed his satisfaction when the draft document continued to affirm that economic development is the center, Party building and personnel work are key, culture is the spiritual foundation; the development orientation takes science, technology, digital technology and high-quality human resources as pillars. The draft document also affirmed that the Party's foreign affairs activities are associated with international integration to promote internal strength, while taking advantage of the strength of the times to promote the country's development in the new era.
In addition, according to Mr. Nguyen Ba Con, there are many issues that need to be carefully considered, such as assessing the level of breakthrough in implementing Resolution No. 18-NQ/TW of the Party on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. Evaluating the results and effectiveness of the process of restructuring the political system, especially the two-level local government model, requires more time and practical summaries because this is a very new and unprecedented issue, related to the entire structure of the superstructure and the grassroots organizational system. The assessment cannot be done in a short time but requires practical monitoring to find a suitable solution.
Regarding economic development, Mr. Nguyen Ba Con said that it is necessary to continue affirming the role of the private economy, but the Party needs to have specific policies to remove bottlenecks and bottlenecks, and continue to pay attention to developing the collective economy and the State economy to maintain its direction. Regarding the environment, he emphasized the impact of climate change and the consequences caused by humans are threatening the living environment. In addition to objective causes, the Party needs to propose appropriate policies and strategies to proactively protect the environment. In the context of a society strongly developing in science, technology and cultural integration, it is necessary to pay special attention to preserving the national cultural identity, strengthening the foundation of social ethics, family ethics and human ethics. There are still many worrying issues, especially the moral degradation among a segment of the youth. Mr. Nguyen Ba Con commented that in recent times, there have been many breakthroughs in the Party organization and social institutional system, however, these changes also have a negative impact on society, people's lives and Party building work. According to him, it is necessary to be careful to ensure that the breakthroughs go hand in hand with the sustainability of the Party system, Party organization and the quality of cadres and Party members in the current period.
Strengthening people's participation in protecting marine resources and environment
Through studying the draft Political Report of the 13th Party Central Committee to be presented to the 14th National Congress, fisherman Bui Van Mao (Residential Group No. 9, Thai Thuy Commune) said that he is particularly interested in the issue of managing and effectively using resources, protecting the environment and proactively adapting to climate change. He emphasized the need to protect and restore ecosystems, especially forest ecosystems, wetlands, marine ecosystems, nature reserves and rare wildlife species.
Mr. Bui Van Mao said that the draft needs to emphasize more clearly the role, responsibility and rights of people in managing and protecting marine resources and ecological environment; strengthen the mechanism to encourage people to participate in protecting and restoring ecosystems; and link the responsibility of environmental protection with sustainable livelihoods. He suggested paying more attention to policies to support the conversion of seafaring occupations and the conversion of medium-sized fishing vessels to create sustainable livelihoods for fishermen. The reality in coastal communes shows that people are the force directly connected to the sea and wetlands, both the subjects of exploitation and the subjects most heavily affected by climate change.
