On the afternoon of June 18, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Pharmacy. Speaking at the discussion session in groups, National Assembly Chairman Tran Thanh Man said that this draft law is receiving great attention from public opinion and the people. Because it is directly related to the health and life of each individual.
Commenting on some specific issues, the National Assembly Chairman said that in order to develop the pharmaceutical industry, there should be appropriate support and incentive mechanisms to develop the domestic pharmaceutical industry. If the domestic pharmaceutical industry develops strongly, we will not use many imported drugs.
According to the National Assembly Chairman , doctors always want to prescribe good medicine for patients. If the domestic pharmaceutical industry develops, people will use domestic medicine for treatment.
"I personally strongly support the development of the domestic pharmaceutical industry," National Assembly Chairman Tran Thanh Man affirmed.
Currently, many people suffer from cancer but the treatment drugs are very expensive and most of the drugs are imported from abroad. From this situation, the National Assembly Chairman said that the health sector should evaluate how to strongly develop the domestic pharmaceutical industry in the conditions we have and allow.
Regarding the issue of developing medicinal resources, the National Assembly Chairman said that we clearly see the potential. Therefore, there needs to be specific mechanisms, regulations and laws to promote this potential.
National Assembly Chairman Tran Thanh Man said: “Our country has precious medicinal plants everywhere but they are rarely used. In my opinion, we should focus on disease prevention. Every family should have a medicinal herb garden, if the illness is mild, we can treat it ourselves without going to medical facilities.”

In addition, to develop medicinal resources, according to the National Assembly Chairman, it is necessary to attract foreign investment that Vietnam still lacks such as: Innovation, research and development, clinical trials, technology transfer... especially in the production of pharmaceutical ingredients, biological drugs, new technology drugs, and specialty drugs.
Regarding the issue of drug access and drug trading, National Assembly Chairman Tran Thanh Man commented that there are many changes compared to the current law. However, he suggested that post-inspection work should be strongly strengthened.
Regarding the issue of drug prices, the National Assembly Chairman emphasized that this draft law has provisions on price control, drug specificity; applying the provisions of the Law on Prices... we need to pay attention and study this issue to ensure the best drug prices for users, while pharmaceutical businesses still ensure reasonable profits.
Commenting on drug distribution, the new point in the law is to add the right to distribute drugs to foreign-invested enterprises. However, the National Assembly Chairman noted that expanding distribution needs to be done carefully step by step, so as not to create a monopoly in distribution... there needs to be a suitable step-by-step roadmap.
Regarding regulations on drug distribution on e-commerce, the National Assembly Chairman said that this is a special item, requiring specific control regulations; expanding step by step, cautiously, and synchronously with other relevant laws on electronic transactions and e-commerce.
In addition, strictly control information on information systems such as newspapers, radio, television, etc. to prevent false advertising about the nature of drugs; to prevent people from "losing money and suffering" due to using drugs according to advertisements .
