In his opening remarks, the representative of the Organizing Committee emphasized the urgent need to build ethical standards and business culture in the context of increasingly fierce global competition. The Vietnamese economy is entering a period of strong transformation, focusing on growth quality, modern governance and social responsibility.

The private economic sector, which accounts for more than 98% of the total number of enterprises and contributes about 45% of GDP, is facing great challenges in improving competitiveness, strengthening trust and building a corporate culture in line with international standards.

Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism chaired the workshop.

At the workshop, Associate Professor, Dr. Nguyen Thi Thu Phuong - Director of the Vietnam Institute of Culture, Arts, Sports and Tourism presented a report introducing and summarizing the Project "Ethical standards, business culture associated with national cultural identity and access to the quintessence of world culture".

The framework is built on four fundamental value components: Ethical standards; business culture; national cultural identity; access to the essence of international business culture. This is an important basis for forming the Ethical Standards and Business Culture Index Framework, aiming to standardize business behavior, improve corporate governance capacity, increase transparency and international integration.

The framework is also a step to implement the spirit of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on developing the private economy into an important driving force of the economy.

The discussion session from 2:30 p.m. to 4:15 p.m. was chaired by Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism; Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of VICAST.

Delegates contribute ideas to the project.

Delegates focused their comments on four major groups of content. First was the suitability of the framework. Assessing the level of adherence to national cultural identity, updating with international standards and the ability to motivate changes in business behavior.

This is followed by feasibility in application with discussions on practical approaches for large enterprises, SMEs, start-ups, as well as individual manufacturing-service sectors.

Regarding the proposed improvement, many opinions affirmed that the framework and indexes need to be built in an open direction, able to be adjusted according to industry characteristics; at the same time, they should become effective management tools, supporting businesses in building brands and enhancing reputation.

Regarding recommendations on mechanisms and policies, opinions emphasized the need for the State to improve the legal environment, promote digital transformation, support businesses in practicing standards and sustainable development.

In the summary, Deputy Minister of Culture, Sports and Tourism Le Hai Binh highly appreciated the enthusiastic and scientific contributions. He emphasized: "Building ethical and business culture standards not only meets modern management requirements, but also contributes to building the image of Vietnamese enterprises as humane, responsible and integrated. This is also a necessary step in the process of building a national value system and standards for Vietnamese people in the new era."
