
In his opening remarks at the competition, Pham Van Tuan, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, emphasized that the Resolutions of the Party Congresses at all levels, including the 20th Thanh Hoa Provincial Party Congress for the 2025-2030 term, are the culmination of the wisdom, courage, aspirations for development, and political will of the Party Committee and the people of all ethnic groups in the province. The Congress Resolutions not only define the main goals, targets, tasks, and solutions for the entire term, but also clearly demonstrate strategic vision, innovative thinking, and a spirit of daring to think, daring to act, and daring to take responsibility for the common good. Studying, understanding, and implementing the Party's Resolutions is of particular importance, contributing to the unification of awareness, thought, and action throughout the entire political system, creating high consensus in society, and strengthening the people's trust in the Party's leadership.
The competition to learn about the Resolution aims to raise awareness and responsibility among cadres, Party members, and the people in studying, researching, understanding, and implementing the Resolution; creating a broad and practical political activity that contributes to bringing the Resolution into life. At the same time, the competition serves as a forum for exchange, learning, sharing experiences, and sharing good and creative practices, honing skills and methods for disseminating the Resolution in a concise, easy-to-understand, practical, and appropriate manner for each target audience. This activity contributes to a strong renewal of the content and form of propaganda, improving the effectiveness of propaganda and mass mobilization work in the new situation. Through the competition, capable and skilled speakers and propagandists will be identified and nurtured to form the core of the work of disseminating and understanding the Party's resolutions; and speakers will be selected to participate in competitions organized by the Central Committee.
Participating in the final round of the competition were outstanding and exemplary presenters from 20 Party committees under the Provincial Party Committee, representing the spirit of responsibility and dedication in studying and following the Party's resolutions.
After a period of objective and fair work, in accordance with the rules, the competition has selected the best-performing presenters to honor and award prizes.

At the closing ceremony and awards presentation, the Organizing Committee awarded 1 first prize, 3 second prizes, 6 third prizes, and 10 consolation prizes; and presented certificates of merit to 10 units with outstanding achievements in implementing the competition.
After three months of launching competitions from the commune and ward levels to the provincial cluster level and the final round, the competition has completed its entire program according to the plan. To ensure the competition's success, the Provincial Party Committee's Propaganda and Mass Mobilization Department issued guiding documents, implemented the program, and prepared the necessary infrastructure. Following the province's direction, the Party Committees of communes and wards, and Party Committees directly under the Provincial Party Committee, actively organized and implemented the competition; 118 out of 166 communes and wards developed plans to organize the competition at their respective levels; and 62 out of 166 communes and wards organized the competition from the Party branch level upwards.
The total number of presenters participating in the competition from the grassroots level upwards to the final round at the ward/commune level was 3,100. 163 out of 166 communes/wards and 4 Party Committees directly under the Provincial Party Committee selected presenters to participate in the provincial-level cluster round. The contestants from the localities and units met the regulations of the competition rules.
