"This is a valuable support that helps me get free or low-cost medical examination and treatment, creating a sense of security for me to overcome all difficulties and continue going to school..." - Quynh Anh shared.

It is known that among more than 470 students of Cam Duong Secondary School, there are 55 students in difficult circumstances. "At the end of November 2025, Cam Xuyen Social Insurance presented health insurance cards to 15 students in the most difficult circumstances. According to Ms. Nguyen Thi Hong Lam - Director of Cam Xuyen Social Insurance, from the beginning of 2025 until now, the unit has mobilized support for nearly 100 health insurance cards to give to students and people in difficult circumstances in the area. "At present, we are focusing on giving in areas heavily affected by storms and floods. At the same time, we continue to mobilize and call for more meaningful social insurance cards to give to difficult circumstances in other areas..." - Ms. Lam said.

In recent years, the activity of giving health insurance cards to people, pupils and students in difficult circumstances implemented by the provincial Social Insurance has contributed to helping many people have timely access to health care policies, contributing to reducing the financial burden when sick or ill.

In particular, in addition to calling on officers and employees in the industry to contribute a part of their salary, Ha Tinh Social Insurance has mobilized and received active support from the business community, organizations and philanthropists inside and outside the province, joining hands and contributing funds to give health insurance cards to the disadvantaged, such as: Vietcombank Ha Tinh, TTH Ha Tinh General Hospital, Viettinbank Ha Tinh, Ha Tinh Bank for Agriculture and Rural Development, Ha Tinh Provincial Post Office, Ha Tinh Traditional Medicine Hospital, Thanh Sen Medical Center...

Since the beginning of 2025, the provincial Social Insurance sector has mobilized businesses, philanthropists and officials and employees to withdraw over 537 million VND from their salary fund to give more than 850 health insurance cards to students and people in difficult circumstances in the area.

The cards, though small, carry great meaning, guaranteeing access to medical services and are a "talisman" that helps disadvantaged people reduce the burden of medical examination and treatment costs.

Ha Tinh Provincial Social Insurance cooperated with sponsors to present health insurance cards to students in difficult circumstances in Ha Huy Tap ward (December 2025).

Ms. Truong Thi Tuyet - Head of the Department of Propaganda and Support for Participants (Provincial Social Insurance) said: The program "Giving Health Insurance Cards to People in Difficult Circumstances" is an activity responding to the emulation movement "The whole country joins hands for the poor - leaving no one behind" which has been implemented for many years, mobilizing the participation of the social community. Notably, with the attention and support of the business community, organizations, philanthropists and contributions from a part of the salaries of civil servants, public employees and workers in the entire Social Insurance sector, each year hundreds of Health Insurance Cards are handed to disadvantaged cases. Thereby, creating opportunities for many people to receive health care through Health Insurance, to access high-tech medical services in medical examination and treatment.

"In the coming time, the industry will continue to expand this activity so that more and more people can access the health insurance policy, aiming for the goal of universal health insurance according to Directive 52-CT/TW dated October 3, 2025 of the Secretariat on implementing universal health insurance in the new period and the goal of universal health insurance set forth in the 20th Provincial Party Resolution - Ms. Truong Thi Tuyet added.
