The project to expand the specialized freight transport route at the area of landmarks 1119 - 1120 of Huu Nghi International Border Gate under the Smart Border Gate Pilot Project is invested by the Lang Son Provincial Construction Investment Project Management Board.
The project has a total investment of over 174.7 billion VND, divided into 2 phases, phase 1 expands from 4 lanes to 6 lanes and phase 2 expands from 6 lanes to 14 lanes.
According to the investor, after actively implementing the project, the specialized road for transporting goods in the area of milestones 1119 - 1120 of the smart border gate phase 1 has been completed.
After phase 1 is completed, phase 2 of the project will continue to be implemented. However, the implementation of phase 2 is facing some difficulties.
Specifically, speaking with PLVN, Mr. Bui Hoang Nam, Director of the Lang Son Province Construction Investment Project Management Board, said that according to the plan, phase 2 of this project will be completed by the end of 2025, but is facing some difficulties due to having to agree on some contents with the Chinese side.
"The lowering of the 1120 milestone has not been agreed upon with the Chinese side, so phase 2 of the project cannot continue construction at this time," said the Director of the Lang Son Province Construction Investment Project Management Board.
According to Mr. Nguyen Canh Toan, Chairman of Lang Son Provincial People's Committee, the inauguration of the specialized road for transporting goods in the area of landmarks 1119 - 1120 is of special importance, being the first and fundamental step in the process of building the Huu Nghi - Huu Nghi Quan smart border gate model.
The project not only contributes to improving customs clearance capacity but also creates a premise for synchronous implementation of the following items, towards a modern border gate model, digital connection, effective management, safety and convenience for people and businesses on both sides.
To speed up the progress and ensure the effectiveness of the smart border gate model, the Chairman of the People's Committee of Lang Son province hopes that in the coming time, the two sides will continue to direct specialized agencies to strengthen coordination, share information fully and promptly; and soon agree on important contents such as technical standards, connection infrastructure, management - operation model, data exchange mechanism and common inspection and control procedures.
The two sides continue to expand cooperation in digital transformation, information technology, and modern border management, ensuring that smart border gates operate smoothly and effectively.
Immediately after the inauguration ceremony, the traffic of import and export goods through this area was carried out.
The smart border gate project at Huu Nghi is divided into two phases, with an estimated total investment of about VND8,000 billion, of which phase 1 is nearly VND2,500 billion, phase 2 is nearly VND5,500 billion from the budget and socialized sources. The project is expected to be a revolution in the method of importing and exporting goods by road.
To build a smart border gate, the budget will invest in three "hard" infrastructure projects, including one project to expand the specialized export road in Huu Nghi area (695m long), one project to expand the specialized import-export road in Tan Thanh area (700m long) and one project to build the headquarters of functional forces in Tan Thanh area. In addition, projects of wharfs, warehouses, ports, and logistics centers will be socialized to attract private capital to build right next to the two specialized import-export roads.
The import-export route in the Huu Nghi area has 14 lanes, including 10 lanes for conventional import-export vehicles, 4 lanes for smart border gates, including 2 import lanes and 2 export lanes. With 10 conventional lanes, it is still connected to the traditional cargo yard. The 4 smart border gate lanes will be directly connected to a separate cargo yard, about 5 hectares wide. This 5-hectare area will build a control center and automatic production line to connect with the import-export road infrastructure. Thus, the 4 smart border gate lanes with the 5-hectare cargo area will be built with a closed technical fence, separate from the remaining traditional yards, to operate in an automated manner.
The same is true for the Tan Thanh area import-export route. In the 8 import-export lanes, there will be 2 lanes for smart border gates, 1 export lane, 1 import lane; there will be a separate wharf for the smart border gate lane and a separate wharf for the traditional lane.
