On November 21, Vice Chairman of the People's Committee of Ca Mau province Le Van Su had a working session with the delegation of the French Development Agency (AFD) on the project "Construction of the Western sea dyke from Cai Doi Vam to Kenh Nam and embankments to prevent coastal erosion in vulnerable sections from Ong Doc river estuary to Bay Hap estuary". The project has a total investment of about 850 billion VND (31.93 million Euro).

Song Doc Commune, Ca Mau Province is one of the localities implementing the project.
Of which, AFD's ODA loan capital is over 510 billion VND; non-refundable aid capital mobilized by AFD from the European Union is 100 billion VND... The project implementation period is from 2025 to 2027, in the communes: Cai Doi Vam, Nguyen Viet Khai, Phu Tan and Song Doc, Ca Mau province.
The 11-km-long section of the West Sea Dike from Ong Doc River mouth to Bay Hap River mouth started construction in September 2025; the construction contract for the dike part is expected to be signed in December 2025. Regarding livelihood activities, the authorities have completed the delivery of shrimp and crab larvae along with biological and microbiological products to households since November 14.
According to the Construction Project Management Board of Ca Mau province, the progress of implementing the West sea dike (section from Cai Doi Vam to Kenh Nam) is nearly 3 months behind schedule due to the need to complete procedures to request separation into 2 construction packages; the progress of site clearance is slower than planned due to some regulations on compensation implementation changing and expiring; scarcity of construction materials...
AFD representative in Vietnam said that 2025 is mainly the project's start-up phase. Although some components are behind schedule, preparations for the coming time have been completed, so it is very favorable for implementation.
Speaking at the meeting, Mr. Le Van Su said that the locality will direct the acceleration of site clearance for the bidding packages.
Regarding the livelihood package, the Vice Chairman of the People's Committee of Ca Mau province said that it should be implemented in early 2026, because it will be convenient for the people's seasonal schedule; it is necessary to add support for quality standard certification for households in the project area...
