
After the inspection, Vice Chairman of the Provincial People's Committee Le Huyen requested units and localities to urgently handle the leachate situation from the old Ru Ri landfill and overcome environmental problems.
The Provincial Development Project Management Board is assigned to receive proposals from departments and branches; hire environmental consultants to identify causes and propose short-term and long-term solutions. Khanh Hoa province also plans to close Luong Hoa landfill; attract investment in waste-to-energy plants to fundamentally handle the waste problem.

Previously, SGGP Newspaper repeatedly reported the situation of leachate from the old Ru Ri landfill flowing through residential areas and then into the sea in the North Nha Trang area; causing bad odors, affecting the lives of residents and aquaculture households. This phenomenon has lasted for many years but has not been completely resolved.
According to the Department of Agriculture and Environment of Khanh Hoa province, Ru Ri landfill was established in the mid-1980s, with outdated technology and no bottom lining. Although the landfill was covered with soil and waterproofing membrane since 2014, the bottom layer could not be improved, so leachate continued to escape into the environment, especially during the rainy season. The flow of leachate and rainwater far exceeded the treatment capacity of Luong Hoa Treatment Plant, causing the system to be frequently overloaded. The 9km long leachate pipeline has degraded, causing blockages and making maintenance very difficult.

Temporary measures such as sprinkling lime, deodorizing chemicals, and leveling low-lying areas only partially reduce pollution; a fundamental solution is needed to thoroughly treat leachate flowing into residential areas and out to sea.
Currently, the Department of Construction has proposed the People's Committee of Khanh Hoa province to consider the investment policy for the project to upgrade the pipeline and temporary leachate reservoir of Luong Hoa Treatment Station to overcome the overload situation and ensure environmental requirements.
