Nghe An provincial leaders work with Swiss partners on cooperation in climate change response and sustainable development

On November 29, in Switzerland, Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh had a working session with Mr. Braulio Eduardo Morera - Head of Strategy and Solutions for Strengthening Resilience in Food, Water and Air Quality, Center for Nature and Climate, World Economic Forum (WEF).

The meeting took place in an open atmosphere, aiming to strengthen cooperation between Nghe An and WEF in key areas of environment, climate and sustainable development.

Speaking at the meeting, Comrade Phung Thanh Vinh shared some information about the impact of climate change on Nghe An province. Many mountainous areas have experienced localized droughts, while the downstream areas are often at risk of flooding and flash floods. The damage caused by natural disasters, especially the three recent major storms, is about 360 million USD. The province does not have a flood map of river basins and reservoirs, does not have an early warning system for natural disasters and floods, especially an advanced technology early warning system using AI that needs to be accurate and timely; civil infrastructure works and production infrastructure have been invested for a long time and are therefore degraded; the development of afforestation and exploitation and processing is not strategic.

At the meeting, Mr. Braulio Eduardo Morera said that this meeting with Nghe An province - a locality of Vietnam - is a very good opportunity for WEF to listen and best prepare for the WEF Annual Meeting in Davos in January 2026 and is also an opportunity for WEF to better understand a typical locality of Vietnam, towards future cooperation.

On behalf of WEF, he expressed his thanks to the Vice Chairman of Nghe An Provincial People's Committee for his time and affection for WEF and him personally. WEF plays an important role in interacting with the Government and ministries of other countries to exchange initiatives, helping the Governments and key leaders to better understand resilience and climate change issues in a deeper way, and to come up with solutions that benefit farmers in production. WEF hopes to work directly with the Government of Vietnam in general and the provincial governments in particular, including Nghe An province.

At the end of the working session, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh thanked WEF for its attention and expressed his wish to receive support from Mr. Morera in areas such as: Cooperation on water and resilient infrastructure; support for building smart water monitoring models, applying data and AI; piloting early warning systems for droughts and flash floods in mountainous communes; consulting on sustainable water allocation strategies for agriculture, industry and urban areas; on sustainable food security; building climate-resilient agricultural models, reducing emissions in key areas; supporting the application of digital technology and ecological technology in farming; on air quality and sustainable urban areas; deploying automatic monitoring networks, integrating data according to international standards; building pollution forecasting data models to support traffic and industrial planning; training air quality management capacity for local officials; Circular economy and nature restoration; Support the development of models for recycling agricultural waste into organic fertilizers and bioenergy; participate in the Center's initiative on forest and ecosystem restoration, applied in communes in Western Nghe An; connect international investors in the field of green production and circular materials.

On this occasion, Vice President Phung Thanh Vinh invited Mr. Braulio Eduardo Morera to visit Nghe An, and proposed that he study and support Nghe An with solutions, programs, and projects to mitigate and adapt to climate change as well as implement sustainable development goals associated with green development as well as solve the current problems that Nghe An is facing as mentioned above.

Previously, within the framework of the working program in Switzerland, Comrade Phung Thanh Vinh, Vice Chairman of the Provincial People's Committee, had a working session with Pavo Capital Group - a large Swiss investment fund to attract green financial resources and develop sustainable agriculture.

At the working session, Comrade Phung Thanh Vinh - Vice Chairman of Nghe An Provincial People's Committee emphasized that the meeting is of important significance in the context that the province is promoting the implementation of the Green Growth Strategy for the period 2021-2030, with a vision to 2050, with specific action plans for each industry and each field with the goal of contributing to promoting economic restructuring associated with growth model innovation, in order to achieve economic prosperity, environmental sustainability and social equity; towards a green, carbon-neutral economy and contributing to the goal of limiting global temperature rise.

Speaking at the meeting, Mr. Toan Tran highly appreciated the potential and green development orientation of Nghe An, the advantages and potentials that Nghe An province possesses such as forest resources, natural ecosystems and strong green transformation aspirations and said that Pavo Capital Group is particularly interested in the areas that the province is prioritizing such as green finance, carbon credits, sustainable agriculture and circular economy.

The Executive Chairman of Pavo Capital Group also proposed connecting and supporting Nghe An in 3 areas: investing in infrastructure to handle urban flooding, industrial cluster infrastructure, energy infrastructure; investing and attracting businesses to Forestry and Agriculture zones applying high technology to process forest products; investing in processing agricultural products, especially fruits.

At the end of the working session, Comrade Phung Thanh Vinh - Vice Chairman of Nghe An People's Committee pledged to create the most transparent and favorable investment environment to accompany investors, businesses and international organizations in projects applying high technology, innovation, green transformation and sustainable development. The Vice Chairman of the Provincial People's Committee respectfully invited Mr. Toan Tran - Executive Chairman of Pavo Capital Group - to visit Nghe An as an investor and an overseas Vietnamese who has made many contributions to his homeland.
