On the morning of August 5, Governor of Niigata province, Mr. Hanazumi Hideyo, along with leaders of the provincial government and businesses, visited and worked with leaders of Vinh Long province.

Receiving the delegation were Mr. Bui Van Nghiem - Member of the Party Central Committee, Secretary of Vinh Long Provincial Party Committee; Mr. Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
At the meeting, the leaders of the two provinces briefly introduced the local socio -economic situation, the current situation and the need for cooperation between the two provinces. At the same time, they signed a memorandum of understanding on cooperation in four areas: One is to test planting new rice varieties in Vinh Long, adaptable to drought and saltwater intrusion, starting from the Winter-Spring crop. It is possible to connect with rice processing and trading enterprises; Two is to join hands globally to reduce methane emissions in agricultural production; Three is to promote rice import and export; Four is to exchange human resources in agriculture.

In recent times, the cooperation between Vinh Long province and Japanese partners has achieved many positive results in many fields. The province currently has 76 foreign direct investment (FDI) projects, with a total registered capital of over 1.2 billion USD; of which, Japan is the country with the largest investment capital in Vinh Long province, with 11 projects, a total registered capital of over 413 million USD.

In the coming time, Mr. Lu Quang Ngoi hopes: "The two provinces will continue to cooperate in the following areas: Expanding the reception of interns and workers from Vinh Long province to study, improve their skills and work in Niigata province; Training human resources,education , healthcare, elderly care, tourism; Promoting trade connections, introducing Japanese businesses and investors to learn about investment in Vinh Long province; Linking universities of Niigata province with universities, departments, branches and localities of Vinh Long province".
Accordingly, Vinh Long pledged to create the most favorable conditions and direct relevant agencies to closely coordinate with Niigata province to carry out more extensive, substantive and effective cooperation activities, contributing to developing the friendly cooperative relationship between the two provinces.
