On July 18, the Chairman of the Provincial People's Committee signed and issued Official Dispatch No. 01/CD-UBND requesting departments, branches, agencies of the province; People's Committees of communes and wards; Tan Phu Company Limited to proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm.

To proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm and cause widespread heavy rain, the Chairman of the Provincial People's Committee requests departments, branches, agencies, and agencies of the province; Chairmen of the People's Committees of communes and wards; Tan Phu Company Limited, according to their functions, tasks, and authority, to focus on directing and organizing implementation with the most urgent, drastic, timely, and effective spirit, not to be passive or surprised in responding to natural disasters, especially the risk of floods, landslides, flash floods, and localized flooding to ensure safety of life and limit damage to property of the People and the State.

The telegram requires communes and wards, based on the actual situation and the potential impact of the tropical depression, the circulation of the tropical depression and the local flood situation, to proactively provide timely information, direct and guide people to respond to tropical depression and floods; organize inspection teams at the grassroots level to prepare plans to evacuate people from dangerous areas; notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations; inspect and proactively take measures to ensure the safety of reservoirs and downstream areas; arrange standing forces ready to operate, regulate and handle situations; strengthen propaganda, dissemination, guidance, and advise people to limit going out when the storm makes landfall; Reinforce and protect the roof using materials that are easily blown or broken (cement, tiles), replace them with safe materials (galvanized corrugated iron roof); consider early harvesting or covering and protecting vegetables, crops, and livestock in accordance with local conditions to minimize damage.

In particular, local authorities have arranged forces to be on duty and guard at underground locations, spillways, and stream crossings to guide traffic; prohibiting people from collecting firewood, wading, or fishing... on rivers and streams during floods.

At the same time, urgently complete the repair and remedy of incidents and damages to dike works that have occurred in the recent past; inspect and review all dike works and dike protection plans in the area; prepare human resources, materials, means and equipment to proactively deploy when incidents and situations occur according to the "4 on-site" motto; prepare forces and means to promptly rescue and quickly overcome the consequences of storms and floods if they occur in the locality.

In addition, the Department of Agriculture and Environment, the Department of Industry and Trade, the Department of Construction, and Tan Phu Company Limited closely monitor the situation of natural disaster prevention and control, the situation of rain and floods, proactively coordinate and deploy related plans to promptly and effectively implement traffic guidance at culverts, spillways, and deeply flooded areas; arrange forces, materials, and means to promptly overcome incidents, ensure smooth traffic on main traffic routes; ensure the safety of dykes, dams, protect agricultural production and aquaculture, ensure the safety of lakes, dams, and irrigation works; drainage plans to prevent flooding for agricultural production areas in the province...

Lao Cai Newspaper, Radio and Television, and local media should increase information about the developments of natural disasters to authorities and people at all levels to proactively respond.
