Lao Cai ensures social security for over 64,000 vulnerable groups.

According to the review results, by the end of 2025, Lao Cai province will have 64,242 individuals receiving social assistance and social pension benefits. The main groups include: people with disabilities, the elderly, children in special circumstances, poor single parents raising young children, and children under 3 years old in particularly difficult areas. These individuals receive benefits according to regulations, ranging from 500,000 VND to 1,250,000 VND per person per month , ensuring that benefits are provided to the correct recipients and in accordance with the correct policies.

In addition, the province currently has 10 social assistance facilities in operation, including 2 public and 8 private facilities. Public social assistance facilities are caring for and supporting 274 beneficiaries of social welfare programs with particularly difficult circumstances and 50 voluntary beneficiaries. Private facilities provide support services to 282 individuals, contributing to meeting the needs for care and rehabilitation for vulnerable people right in their local area.

Social Work and Social Protection Center No. 2 presented Tet gifts to individuals being cared for and managed at the Center.

In 2025, Lao Cai province allocated sufficient and timely funds to pay monthly social allowances to eligible beneficiaries; at the same time, it organized a review and provided support to 210 households that suffered casualties and 1,193 households that suffered damage to their homes due to natural disasters, accidents, and unforeseen circumstances. Emergency social assistance was implemented promptly, including support for victims of the particularly serious traffic accident in Phinh Ho commune at the end of 2025.

Overall, social security policies in the province have been implemented fully, promptly, openly, and transparently; the social assistance system has received investment and is gradually meeting the needs for care, nurturing, and support for vulnerable groups.

However, some difficulties and limitations remain, such as low social welfare benefit standards, limited access to policies for certain specific groups, and limited capacity to accommodate mentally ill individuals at social assistance facilities.

In the coming period, Lao Cai province will continue to review and propose improvements to social assistance policies; at the same time, strengthen management and improve the quality of operation of social assistance facilities, contributing to ensuring social security, stabilizing people's lives and maintaining social order and safety in the area.
