Lao Cai: The project "Promoting vocational and business development for youth and women" is being implemented in 16 communes/wards.

Due to the merger of local governments into two levels, eliminating the district level, the project has coordinated with the commune level to establish 16 gender equality action groups in 16 communes/wards within the project area: Ta Phin, Sa Pa, Ban Ho, Ta Van, Muong Bo, Ngu Chi Son, Cam Duong, Lao Cai , Hop Thanh, Coc San, Coc Lau, Bao Nhai, Bac Ha, Lung Phinh, Ta Cu Ty, and Ban Lien. In December 2025, one launch event for the 16 gender equality action groups was held in Lao Cai ward.

The goal is to enhance livelihood development for youth and women through access to economic resources and capacity building, increasing the number of young people, women, and workers who have access to resources and support for career and economic development, employment, and stable income.

By 2025, localities within the project area will have promoted gender equality in local socio-economic development. Technical support and funding will be provided for the implementation of five sustainable gender equality initiatives that won awards in 2024 in Bac Ha commune, Sa Pa, and Lao Cai. The project organized a summary meeting for the "Storytelling Through Photos: Exemplary Women in Entrepreneurship, Economic Development, and Production in the Community" movement, featuring 169 photo and video entries judged online by contestants from the three key areas of the Project. The judging panel selected 15 entries from 14 authors for the final round. The Organizing Committee awarded seven prizes, including a special prize to Ms. Ly May Pham from Ta Phin commune, Sa Pa town, for her work "Red Dao Women with the Resilience to Enhance Economic Empowerment"; a first prize to Ms. Tu Thi Huong (Bac Ha district) for her work "Highland Women Taking Control from Cinnamon Trees"; two second prizes to Thao Thi Hong Phuong (Bac Ha district) and Sung Thi Lan (Sa Pa town); and three third prizes to contestants Vang Go Vi, Dao Thi Chu, and Chau Thi Pang from Sa Pa town.

The project, in collaboration with AEA and CGFED, organized a competition to find "Potential Micro-Startup Businesses" led by women with the potential to grow and inspire. Three businesses in the communes of Coc San, Lung Phinh, and Sa Pa ward were selected and received support of 100 million VND each. With 100% of the funding provided in cash, the winning businesses will implement their approved detailed plans, with 80% of the costs used for purchasing equipment for production and 20% for capacity building.

The project collaborates with vocational training centers in Lao Cai – Cam Duong, Bac Ha, Sa Pa, and the private Phu Minh school to organize career guidance and vocational training programs for students; it also collaborates with the Bac Ha District Vocational Training Center and the Phu Minh private vocational school to provide 100 scholarships to 100 disadvantaged young people and women, ethnic minorities, etc., in the project area, giving them the opportunity to learn a trade and connect them with businesses for employment after graduation.

To ensure the continued effective, coordinated, and sustainable implementation of the Project activities amidst changes in administrative boundaries, the Project Management Board proposes the following: Strengthening the role of mass organizations in maintaining community support networks in merged areas, ensuring uninterrupted access for people to Project resources and support. Developing support policies for grassroots liaison officers. Continuing to provide in-depth technical support to business initiative project groups to enhance capacity according to the specific needs of each group. Strengthening the connection of initiative models with the province's startup and trade promotion programs to create leverage for long-term development.
