Agencies and units will continue to strengthen efforts in early detection, reception, primary healthcare, and timely intervention for abandoned children and children in special circumstances; ensuring that all children receive continuous, comprehensive care appropriate to their physical, mental, and psychological development needs. Healthcare, medical examinations and treatment, immunization, screening, and early detection of mental health disorders in children will continue to be prioritized, especially for high-risk groups.

Focus on innovating the model of care for children in special circumstances, moving towards a child-centered approach and prioritizing alternative forms of care within the family and community.
