The People's Committee of Bac Ninh province has assigned the Department of Culture, Sports and Tourism to lead the research and preparation of a scientific dossier to be submitted to UNESCO to honor Ly Cong Uan as a historical and cultural figure.
According to the Department of Culture, Sports and Tourism of Bac Ninh province, the purpose of preparing the dossier to submit to UNESCO for the recognition of Ly Cong Uan as a historical and cultural figure is to honor an outstanding figure of the nation, while also widely promoting the cultural values of Vietnam and the image of the land and people of Bac Ninh - Kinh Bac to the world .

The most significant achievement in Emperor Ly Thai To's career was moving the capital from Hoa Lu to Dai La and renaming it Thang Long.
In 2013, Emperor Ly Thai To was honored by the Ministry of Culture, Sports and Tourism as one of the 14 exemplary national heroes of Vietnam. Ly Cong Uan's ideas on humane governance, tolerance, harmony, and putting the people first are considered to have universal value, in line with UNESCO's principles on culture for peace and sustainable development.
The year 2028 marks the 1,000th anniversary of the death of Ly Cong Uan (1028 - 2028). According to regulations, the dossier needs to be considered at the 226th session of the UNESCO Executive Board; therefore, the dossier preparation process should begin in 2026.
According to the Department of Culture, Sports and Tourism of Bac Ninh province, the dossier to be submitted to UNESCO will be implemented according to a scientific roadmap, meticulously and systematically developed, including a system of scientific arguments, historical documents from both domestic and international sources, multimedia data, international scientific conferences, and bilingual Vietnamese-English products according to UNESCO criteria. The implementation period is from the first quarter of 2026 to the fourth quarter of 2027 and will be divided into several phases.
Emperor Lý Thái Tổ (974 - 1028), whose given name was Lý Công Uẩn, was from the former Cổ Pháp district, now Từ Sơn ward, Bắc Ninh province. He was the founding emperor of the Lý Dynasty - a prosperous dynasty that lasted 216 years with many brilliant achievements in Vietnamese history.
During his nearly 20-year reign (1010 - 1028), Emperor Ly Thai To not only laid a solid foundation for the Dai Viet nation, but also left a profound mark on his humane governing philosophy and deep spirit of peace and harmony.
Immediately after ascending the throne, Emperor Ly Thai To implemented many progressive policies such as reducing taxes, easing the burden on the people, promoting social stability, and making the people's lives the foundation for national development.
The most significant achievement in Emperor Ly Thai To's career was the issuance of the Edict to relocate the capital in 1010, moving it from Hoa Lu to Dai La and renaming it Thang Long.
This strategic decision not only affirmed Ly Thai To's self-reliance and forward-thinking vision, but also opened up a long-term development space for the nation. From then on, Thang Long became the political, economic, and cultural center of the country for more than a millennium.
