Master Plan of the Capital with a 100-year vision

According to the decision, the Steering Committee consists of 47 members, headed by Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

The Steering Committee is responsible for directing and organizing the review and adjustment of the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065 in the process of researching and developing the Capital Master Plan with a 100-year vision.

The Steering Committee directs, inspects, and urges departments, branches, sectors, and People's Committees of communes and wards to implement the two major plans of the Capital in accordance with the law; periodically organizes Steering Committee meetings to grasp the situation and promptly handle difficulties and problems.

For issues with different opinions or major, important issues, the Steering Committee will synthesize reports and make recommendations to the Central Committee for consideration and resolution. competence .

Along with that, the Steering Committee directed the implementation of research and proposal to amend Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045; amend and supplement the Law on the Capital; review, develop and report to competent authorities for approval of the Master Plan of the Capital with a 100-year vision on the basis of integrating the two major Plans of the Capital to update and supplement the directions of the General Secretary , the development orientations of the Capital stated in the Resolution of the 14th National Congress of the Party, the Resolution of the 18th Congress of the Hanoi Party Committee, newly issued strategic resolutions of the Central Committee, other directive documents of the Central Committee and the City to meet the development requirements of the Capital in the new era; propose to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee to consider and decide on policies, orientations, mechanisms, and strategies as a basis for implementation.

Based on this decision, Chairman of Hanoi People's Committee Vu Dai Thang signed and issued the Operating Regulations and Work Plan for 2025-2026 of the Steering Committee as a basis for synchronously implementing the tasks of reviewing and researching to develop the Master Plan of the Capital with a 100-year vision;

Lead and improve coordination efficiency between Party, government, Fatherland Front and mass organizations in the process of reviewing, researching and developing the Capital Master Plan; ensure clear assignment of responsibilities, focal points and progress;

Directing research and implementation towards merging the Capital Planning and Adjusting the Capital General Planning into "Capital Master Planning with a 100-year vision" on the basis of updating the new development context, the National Master Planning, Regional Planning, Planning of neighboring provinces and the Central's strategic orientations.

According to the Work Plan, in 2026 and the following years, the Steering Committee will focus on directing the completion of the work of establishing, appraising and approving the Master Plan of the Capital City, synchronously implementing tasks according to the approved Plan.
