Currently, the total number of businesses operating in the area as of December 31, 2025 is 9,189. The amount of tax revenue contributed to the state budget in 2025 is 8,466 billion VND. The total number of households and individuals engaged in business management as of December 31, 2025 is 42,707; of which, 40,281 households are under the lump-sum tax system; the amount of tax paid to the state budget is 281.3 billion VND.
In the context of ongoing globalization and digital transformation, reforming and modernizing the tax system is essential to enhance the effectiveness and efficiency of state management. 2025 marks a major shift in the tax policy system, with a series of regulations issued in 2024 and effective in 2025.
Key policies include: the Value Added Tax Law; a 2% reduction in Value Added Tax; the Corporate Income Tax Law; regulations on tax management for business activities on e-commerce and digital platforms by households and individuals; digital identification conversion, changes in personal identification numbers, and the requirement for businesses to register identification accounts on VNeID; the roadmap for abolishing lump-sum tax from January 1, 2026, while guiding taxpayers to easily switch to declaration methods or register businesses…

To promptly inform taxpayers, the Lao Cai Provincial Tax Department has developed a program to disseminate information through news articles and images summarizing new regulations in a concise and easy-to-understand manner. They have also disseminated guidance materials such as tax manuals, electronic tax manuals for businesses, chief accountants, and individual business owners. Simultaneously, local tax offices are implementing and disseminating new regulations and policies to every taxpayer within their jurisdiction.
Therefore, over the past year, the Lao Cai Provincial Tax Department has updated new regulations and policies and published 678 news articles on its website; responded to taxpayers with 158 written documents; organized 26 dialogue sessions with taxpayers; answered 854 phone calls; and provided direct answers at tax offices 12,875 times. Timely dissemination and updating of new tax and fee policies is essential to help organizations, businesses, households, and individuals comply with the law; at the same time, it reduces pressure on the management agency in operating the tax system, contributing to improving the effectiveness and efficiency of tax collection management and combating tax evasion.

In particular, in implementing the policy of completely abolishing lump-sum tax for household and individual businesses, the tax sector has deployed... Numerous awareness campaigns have been launched, most notably the "Abolishing Contractual Taxation, Increasing Transparency - Working Together" campaign. During these campaigns, tax officials provide training and practical guidance on tax procedures. The tax sector organizes specialized training sessions, direct dialogues, and conferences to guide business households on tax declaration methods, software usage, and electronic filing. Hands-on training sessions in key areas help taxpayers become familiar with tools such as the eTax Mobile application, sales software, and electronic invoices generated from point-of-sale systems.
In addition, the tax authorities also categorize business households according to revenue size to develop appropriate support plans, prioritizing assistance for those facing technological and human resource challenges to quickly access the tax declaration method.
Ms. Pham Kim Anh, a business owner in Yen Bai ward, said: “All business owners received notifications to participate in training courses organized by the tax department. During the process of implementing the declaration method, we received enthusiastic answers and guidance from tax officials.”

To continue supporting people and businesses in overcoming difficulties and promoting economic development, the tax sector has recently implemented a comprehensive set of policies on tax and fee exemptions, reductions, and extensions, such as: reducing value-added tax for many groups of goods and services; exempting, reducing, and offering preferential treatment for corporate income tax; ending the collection of business license fees; and extending the deadline for tax and land rent payments to reduce cash flow pressure on businesses and households. These policies have been implemented promptly, targeting the right beneficiaries, with simplified procedures, contributing to reduced compliance costs, creating conditions for maintaining production and business activities, stabilizing people's lives, and accelerating the economic recovery process.
Tax Office No. 7 is currently responsible for managing 14 communes: Tran Yen, Luong Thinh, Hung Khanh, Viet Hong, Quy Mong, Phong Du Ha, Phong Du Thuong, Chau Que, Lam Giang, Dong Cuong, Tan Hop, Mau A, Xuan Ai, and Mo Vang. The unit manages 878 businesses, 6,180 business households, and 83,378 other taxpayers. In 2025, Tax Office No. 7 projected tax extensions totaling VND 31.1 billion and value-added tax reductions totaling VND 110.5 billion.
In addition, to implement administrative procedure reforms, the Lao Cai Provincial Tax Department has reviewed and standardized internal administrative processes and publicly announced administrative procedures. The unit has implemented a one-stop service center and a Public Administrative Service Center based on the "one-stop, integrated one-stop" mechanism; promoted the digitization of documents, reduced cumbersome procedures, and fostered data connectivity between agencies.

Disseminating and publicizing new tax policies and business incentive policies is not solely the responsibility of the tax sector but requires coordination with relevant departments, agencies, and local authorities. Therefore, in the coming period, the Lao Cai Provincial Tax Department will continue to strengthen its efforts in disseminating and publicizing tax laws to organizations and businesses operating in the province to ensure they are promptly informed of relevant policies and regulations. A Q&A guide on tax law will continue to be developed in the form of books, video clips, and automated chatbot consultations. A series of training courses and dialogue conferences at local tax offices, especially with small and medium-sized enterprises (SMEs), will be organized regularly in cooperation with professional associations. Group communication campaigns, including the creation of situational videos simulating violations and correct handling methods, will be published on social media and the department's information website. Practical issues faced by taxpayers will be received and resolved promptly.
It can be affirmed that the close combination of digital transformation, administrative procedure reform, and the motto "taxpayer-centric" is gradually helping the tax sector build an image of a professional, transparent, and friendly management agency, creating a foundation for tax policies to be implemented effectively and contribute positively to the socio-economic development of Lao Cai province.
