Seeking scientific opinions on the draft Resolution on building and developing culture and people of Bac Ninh

Attending were representatives of the Provincial People's Council, leaders of a number of departments, branches, and experts, scientists , and managers in the cultural field.

In her opening speech, Ms. Bui Thi Thu Thuy, Director of the Department of Culture, Sports and Tourism, emphasized the important significance of the conference in the context of Bac Giang and Bac Ninh provinces merging into the new Bac Ninh province from July 1, 2025. The province's space has developed and expanded in terms of population, area, economy and socio-culture, requiring a strategic vision for the construction and development of Bac Ninh culture and people, worthy of the Kinh Bac land of a thousand years of civilization.

He affirmed that the development of the thematic resolution is an urgent task to create a solid spiritual foundation, foster cultural identity, improve the quality of human resources and endogenous strength for the province's rapid and sustainable development. At the same time, he emphasized the need to approach culture as a new resource, associated with the digital transformation process, international integration and the province's development requirements.

The Draft Resolution consists of 5 main parts: Situation and causes; viewpoints and goals; tasks; solutions; implementation organization. The Draft identifies Bac Ninh culture and people as a solid foundation, an important driving force to promote socio -economic development; culture must be placed on par with other important areas.

The goal by 2030 is to focus on building a healthy cultural environment; forming comprehensively developed Bac Ninh people; preserving and promoting heritage values; developing cultural and tourism industries; and at the same time, aiming for the 2045 vision of making Bac Ninh a unique cultural and tourism center of the country and the region.

Scientists contribute comments to the draft Resolution.

At the conference, delegates assessed the drafting of the Resolution as elaborate, methodical, scientific, closely following the policies and viewpoints of the Party and State; approaching the spirit of the draft document submitted to the 14th National Congress of the Party and the draft Resolution of the Politburo on reviving and developing Vietnamese culture in the new era. At the same time, it inherited the quintessence from the specialized resolutions on culture and people of the two provinces of Bac Giang and Bac Ninh in the past to provide directions suitable to the position, potential and new development requirements of the province after the merger. Many delegates commented that the draft clearly demonstrated the close relationship between culture and people; identified the value and identity of Kinh Bac culture; and initially quantified a number of specific goals by 2030.

In addition, delegates suggested that the Drafting Committee continue to improve the layout, supplement the content and edit the wording for accuracy and clarity; expand the scope of some goals and solutions to ensure feasibility in practical implementation. Associate Professor, Dr. Vu Thi Phuong Hau, Director of the Institute of Culture and Development, Ho Chi Minh National Academy of Politics, said that it is necessary to analyze more deeply the cultural identity of Kinh Bac in contemporary life; fully integrate new content from the draft resolutions of the Central Committee, especially the viewpoints on the development of Vietnamese culture in the digital transformation era.

She noted that the expression of the role of culture must be precise, affirming that culture is the spiritual foundation of development; "putting culture on par" needs to be clearly expressed in the guiding viewpoint. In addition, it is necessary to supplement the role and responsibility of the business community in this field; clearly identify and position the Bac Ninh cultural brand on the domestic and international cultural map.

Associate Professor, Dr. Truong Dai Luong, Chairman of the Council of Hanoi University of Culture, emphasized that Bac Ninh is currently a strongly developing industrial province, attracting a large number of workers from many regions to live and work, bringing with them different cultural features.

Therefore, the Resolution needs to more clearly mention the task of building cultural life in industrial parks, new urban areas and residential areas with a large number of workers; at the same time, determine how to identify Bac Ninh culture in these diverse residential spaces. He also suggested highlighting the task of rapid digitalization to preserve and promote Kinh Bac cultural values; focusing on restoring and building a number of unique cultural institutions and tourist attractions, worthy of the cultural - tourist center of the region.

Associate Professor, Dr. Nguyen Toan Thang, former Director of the Institute of Culture and Development, Ho Chi Minh National Academy of Politics, suggested that the draft should be presented more coherently and easily understood; clarifying the reasons and basis for the province to build this specialized Resolution at the present time; at the same time, perfecting feasible groups of solutions, attaching specific responsibilities to each agency. He emphasized that the tasks should clearly demonstrate the characteristics of Bac Ninh people, both bearing the common qualities of Vietnamese people and expressing the unique features of Kinh Bac land, especially the tradition of Quan Ho, culture, studiousness and affection.

In addition, many delegates proposed additional solutions such as building modern cultural infrastructure; improving the capacity of grassroots cultural staff; promoting innovation and applying technology in the cultural industry. Some opinions emphasized the need to develop cultural industries, perfect the cultural market, enhance the digitalization of heritage, build a cultural environment from family - school - community; at the same time, promote the role of intellectuals, artists and cultural staff in the new period...

Receiving the comments, Comrade Bui Thi Thu Thuy affirmed that this is an important source of information for the Department of Culture, Sports and Tourism to continue to perfect the draft Resolution. The Department will seriously review, synthesize, and supplement necessary contents, ensuring scientific, comprehensive and consistent with the development practices of the province; advise the Provincial Party Committee for consideration in the coming time. Comrade believes that the Resolution, when issued, will create a solid foundation for Bac Ninh to promote Kinh Bac cultural identity, build Bac Ninh people in the new era, contributing to promoting rapid and sustainable development.
