
According to the draft, students studying at educational institutions or residing in the Cat Hai Special Economic Zone will be exempt from 100% of the ferry service fee for the Dong Bai – Cai Vieng ferry.
Vietnamese citizens residing in the Cat Hai Special Economic Zone are entitled to a 50% discount on ferry services.
The exemption applies to fares for pedestrians, cyclists, and motorcyclists crossing the Dong Bai – Cai Vieng ferry.
Additionally, car tickets for vehicles with fewer than 9 seats are also eligible for discounts if the vehicle is legally owned by a person with permanent residence in the Cat Hai Special Economic Zone and is not used for commercial transportation.
Those eligible for exemptions or reductions will be issued a card and are responsible for presenting it along with valid identification documents for verification by staff when necessary.
The draft will be publicly posted on the Hai Phong City Electronic Information Portal and the Department of Construction's Electronic Information Portal from January 24th to February 4th, 2026, for interested agencies, organizations, and individuals to study and provide feedback.
The policy of waiving or reducing ferry service fees between Dong Bai and Cai Vieng has been continuously implemented since 2018 to support local people, ensure stable livelihoods, and promote socio -economic development in the Cat Hai special economic zone.
However, this policy is mainly implemented based on operational guidance and practical application mechanisms, and has not yet been specifically regulated by legal documents.
