Seeking input on developing a list of high-tech and strategic technologies.

The Ministry of Science and Technology has recently sought public opinion on the draft List of High-Tech Technologies Prioritized for Investment and Development, List of High-Tech Products Encouraged for Development, List of Strategic Technologies, and List of Strategic Technology Products.

This initiative aims to identify key technological directions, create a foundation for the development of a knowledge-based economy , enhance technological self-reliance and national competitiveness in the context of digital transformation and innovation.

The compilation of the list was carried out in accordance with the tasks assigned in Decision No. 2835/QD-TTg dated December 31, 2025, of the Prime Minister on promulgating the list and assigning the lead agency to draft detailed regulations for the implementation of laws and resolutions passed by the 15th National Assembly of Vietnam at its 10th session . The Ministry of Science and Technology, in coordination with other ministries and agencies, is responsible for developing the Prime Minister's Decision promulgating the List of High Technologies prioritized for investment and development, the List of High-Tech Products encouraged for development, the List of Strategic Technologies, and the List of Strategic Technology Products.

The draft list is structured into two main appendices. Appendix A includes a list of high-tech technologies prioritized for investment and development, and a list of high-tech products encouraged for development, while also clearly identifying technologies not expected to be implemented immediately in the coming period. Appendix B includes a list of strategic technologies and strategic technology products – areas identified as crucial to national competitiveness and technological security.

The proposed list includes 90 high-tech technologies prioritized for investment and development, and 139 high-tech products encouraged for development. The content covers most core technology areas of the digital and knowledge-based economy, from artificial intelligence (AI), big data, cloud computing, blockchain, next-generation telecommunications networks, to semiconductors, robotics, automation, advanced materials technology, new energy technology, biotechnology, and biomedical technology.

Among the representative technologies included in the catalog are technologies for designing and manufacturing integrated circuits (ICs), flexible electronics; technologies for designing and manufacturing high-resolution displays; synthetic and molecular biology; and neurotechnologies. These are all foundational technology fields with far-reaching impacts on many industries and play a decisive role in the global value chain.

In the high-tech product group, the portfolio includes software, equipment, and solutions serving artificial intelligence, blockchain, the Internet of Things (IoT), virtual reality (VR), and augmented reality (AR); control room simulation systems for equipment and vehicles; high-efficiency photovoltaic panels; and many other products applying advanced technologies.

The list also identifies 32 high-tech technologies and high-tech products that "are not expected to be implemented immediately in the coming period." These technologies include aerospace and remote sensing technologies; technologies for designing and manufacturing small and ultra-small satellites; cognitive radio technologies; technologies for building leased information systems, etc.

According to experts, building a catalog of high-tech and strategic technologies is a crucial tool for coordinating science , technology, and innovation policies. This catalog will serve as the basis for developing investment incentives, supporting research and development, promoting technology transfer, developing high-tech enterprises, and forming new industries. Simultaneously, it will also provide a foundation for allocating state resources, attracting private sector and foreign investment into priority areas, thereby creating a technology ecosystem capable of international competitiveness.

Clearly identifying priority and strategic technologies is crucial for achieving technological self-reliance. Fields such as semiconductors, artificial intelligence, biotechnology, and space technology not only have high economic value but also strategic significance for national security, defense, and sustainable development. This list also contributes to concretizing major directions for the development of science, technology, and innovation, shifting from technology adoption and application to technology mastery and creation, gradually enhancing Vietnam's position in the global value chain.

The consultation period ran from February 5-15, 2026, aiming to mobilize the participation of ministries, departments, localities, businesses, research institutes, universities, and experts. The feedback received will be compiled and refined for submission to the Prime Minister for consideration and promulgation.
