Speaking at the announcement ceremony, comrade Doan Hong Phong, member of the Party Central Committee and Inspector General of the Government, emphasized: This is a particularly important political milestone of the country, not only for Quang Ninh province but also a step to concretize the major policy of the Party and State on innovation, streamlining the organization of the political system, operating effectively and efficiently, serving the people better and better, with the goal of bringing the country into a new era - the era of national development.
The Government Inspector General acknowledged and highly appreciated the achievements that the Party Committee, government and people of all ethnic groups in Quang Ninh province have achieved in the past time. At the same time, he emphasized that the above comprehensive and outstanding results are vivid evidence of the organizational capacity, creativity and strong innovation spirit of the Party Committee, government and people of Quang Ninh province. In particular, the results of the reorganization of the administrative apparatus and political system at all levels - especially at the commune and district levels - are not only the product of vision and political will, but also an important foundation for the successful implementation of the task of reorganizing commune-level administrative units today.
Emphasizing that the organization of the apparatus is the first but extremely important step, creating a stable operating foundation, the Government Inspector General requested the Party Committee and the government of Quang Ninh province to focus on directing from tomorrow all work under the authority of the provincial and communal levels to be carried out smoothly, without delay or omission, with the spirit of serving the people and businesses better. Timely arrange and increase provincial-level cadres to support and guide the communal level to ensure smooth and smooth work. Continue to closely follow the direction of the Central Government and local practices to proactively develop plans and timely and specific actions, including solutions, roadmaps, and implementation progress to achieve synchronous results and bring new policies of the Central Government into practice. Over the past decades, the old district and commune levels have truly been solid "fortresses" - places that directly lead, direct, and organize the successful implementation of tasks of party building, socio-economic development, ensuring national defense and security, and taking care of people's lives from the smallest things. During war, they were a solid rear line; in peacetime, they were the front line of reform, where the intelligence and determination, dedication and perseverance of many generations of cadres, party members, and people converged. “We deeply remember the silent but great contributions of thousands of commune, ward and town cadres - those who are closest to the people, understand the people best, and are under the most direct pressure. They have built a solid foundation for the grassroots political system, for the people's trust in the leadership of the Party, in the effectiveness of the government. Although these administrative units no longer have their old names, their contributions will forever be an inseparable part of the historical flow of building and developing Quang Ninh province. We will not stop at reorganizing the organization - but continue to inherit and promote the valuable values that the district and commune levels have created. That is a continuation, an inheritance with development and innovation to reach further and become stronger" - the Provincial Party Secretary emphasized.
In directing the tasks, the Provincial Party Secretary requested the entire political system at the grassroots level, from the Party Committee, the government, to the Fatherland Front and socio-political organizations, to quickly stabilize the organization, build regulations, working processes, and working principles to ensure that agencies, organizations, and units after the arrangement and consolidation are truly "upgraded", creating a breakthrough in effectiveness and efficiency of operations; the quality of operations is "upgraded"; assign tasks, and immediately get to work with the highest sense of responsibility. Stagnation, indecision, not daring to do, and fear of responsibility are not allowed to exist in the new 2-level government apparatus of Quang Ninh province. There must be absolutely no delay in operation, no gaps in management, no interruption of any tasks, and no impact on any people or businesses due to the organization arrangement process. Right from the first day of operating the new model, it is necessary to quickly shape a working style close to the people, taking the people as the central target for officials and civil servants to serve.
It is necessary to promote the comprehensive leadership role of grassroots Party committees in the context of expanding areas, diverse populations, and higher governance requirements. Party committees must have a firm grasp of the area, proactively review public opinion issues, and the psychology of cadres and people after the merger; thereby proposing practical and appropriate solutions, especially in places with differences in development conditions and living habits. “Each commune-level secretary and chairman must clearly demonstrate their central leadership role, maintain administrative discipline, but at the same time be the one to “extend” the connection between the Party, the government and the people. Increase regular contact and dialogue with residential areas, especially in the merged areas, to promptly resolve any arising problems. Commune-level cadres in the new model must change their thinking, style and skills, quickly adapt to technology, and handle work effectively in the context of a larger population, a larger area and the requirement for multi-sectoral and multi-disciplinary management, ” the Provincial Party Secretary requested.
The Provincial Party Secretary also noted that it is necessary to prepare well and successfully organize the Party Congresses of communes, wards and special zones for the 2025-2030 term. This is considered a particularly important political task to reposition the development vision and orientation of the locality in a new organizational model - more dynamic, requiring higher leadership thinking and implementation. Along with that, urgently develop a specific plan and roadmap for socio-economic development, promote the potential and advantages of the locality, mobilize resources well to serve growth, concretize the strategic directions of the Central Government and the province on the private economy and digital transformation; constantly care for and improve the people's lives better and better.
Emphasizing that the success of the process of reorganizing the apparatus cannot stop at the consolidation and merger of administrative units, but must be affirmed by practical effectiveness - that is, people's satisfaction, improved state management effectiveness, rapid and sustainable socio-economic development, and guaranteed national defense, security and order. The Provincial Party Secretary called on all levels, sectors, each cadre, party member and all people in the province to continue to promote the spirit of solidarity, innovation and creativity; maintain discipline, promote the spirit of "Discipline and Unity", improve the efficiency of the state apparatus from the province to communes, wards and special zones, becoming a model in organizing a modern local government apparatus, close to the people, close to the people and for the people.
