The Huong Pagoda Tourism Festival is one of the large-scale traditional festivals with a profound influence on the cultural and religious life of the people nationwide, and is also a unique spiritual tourism product of Hanoi .
The Organizing Committee of the 2026 Huong Pagoda Tourism Festival announced that, entering 2026, the organization and management of the Huong Pagoda Tourism Festival will be placed in a new context, linked to the requirements of improving the quality of the festival, preserving and promoting the value of the heritage, and aiming to develop the Huong Pagoda Special National Monument Area into a National-level tourist area.
Based on the resolutions and action programs of the Hanoi City Party Committee, the Huong Son Commune Party Committee and the Huong Pagoda Tourism Festival Organizing Committee have issued a plan for organizing and managing the Huong Pagoda Tourism Festival in 2026 with the overarching theme "Safety – Friendliness – Quality," demonstrating a determination to innovate festival management thinking towards a civilized, professional, and sustainable approach throughout the year.
Heritage preservation should be linked to tourism development, with tourists at the center.
According to Tran Duc Hai, Secretary of the Party Committee and Chairman of the People's Council of Huong Son commune, the 2026 Huong Pagoda Tourism Festival will organize festival activities in accordance with the law, ensuring solemnity, safety, and civility, preserving and promoting the unique cultural, historical, and religious values of the Huong Son scenic area – a special national monument. Through this, it will meet the legitimate cultural and spiritual needs of the people and tourists from all over, while enhancing the quality of tourism experiences throughout all four seasons.
Mr. Tran Duc Hai, Secretary of the Party Committee and Chairman of the People's Council of Huong Son commune, delivered a speech at the conference.
The festival is also identified as an important promotional channel to introduce the image of Huong Pagoda and Huong Son commune as a typical cultural and spiritual tourism destination of the capital city. Organizing the 2026 festival will not only serve the needs of seasonal sightseeing and worship but also aim to develop Huong Pagoda into a year-round tourist destination with diverse, high-quality products, linking heritage preservation with local socio -economic development.
One emphasized strategic objective is to further affirm the outstanding value of the Huong Son complex through the quality of festival organization, serving as a basis for submitting a proposal to the Government to recognize Huong Pagoda as a National Tourist Area in 2026, and moving towards completing the dossier to submit to UNESCO for recognition as a World Natural and Cultural Heritage site in 2030.
The plan clearly defines the requirements for organizing and managing the festival, emphasizing that it must be implemented synchronously and uniformly, closely following the leadership and guidance of the City Party Committee, the City People's Committee, and the Standing Committee of the Huong Son Commune Party Committee. All festival activities must ensure the preservation of traditional cultural identity, preventing any deviations, commercialization, or distortions in religious practices.
The motto "Safety – Friendliness – Quality" is concretized through strict requirements for ensuring security and order, road and waterway traffic safety, fire prevention and control, rescue operations, food safety, health, and environmental hygiene. Management is carried out according to the "6 clear" principles: clear person, clear task, clear time, clear responsibility, clear product, clear effectiveness; emphasizing the responsibility of the head and close coordination among forces.

The 2026 Huong Pagoda Traditional Tourism Festival will take place from February 18th, 2026 to May 11th, 2026 (corresponding to the 2nd day of the 1st lunar month to the 25th day of the 3rd lunar month of the Year of the Horse). The opening ceremony will be held on February 22nd, 2026 (the 6th day of the 1st lunar month). The festival space will encompass the entire Huong Pagoda National Special Monument complex, with four main tour routes and approximately 20 temples, pagodas, and caves dedicated to Buddha.

Preparations were carried out early, focusing on disseminating information and mobilizing officials, Party members, the public, and the workforce serving the festival to raise awareness of law compliance and build a civilized and friendly style of behavior. Reviewing and renovating service points to suit the festival space and restoring the natural landscape of the historical site was considered a key task, linked to building a common identity within the historical site space that reflects the distinctive cultural and spiritual depth of Huong Pagoda.
Simultaneously, the locality is stepping up investment in infrastructure, applying information technology, and promoting digital transformation in festival management. Coordinating with telecommunications companies to build network infrastructure and install AI cameras at key locations contributes to improved operational efficiency, ensuring security, safety, and transparency.
During the festival, administrative, informational, and digital transformation activities were implemented synchronously. Operational activities, reporting, and work processing were carried out on an electronic document management system; information about the festival was disseminated through multiple media channels including newspapers, radio and television, and digital platforms.
The application of technology in managing entrance tickets and boat tickets using QR codes, operating a hotline to receive tourist feedback, and collecting and analyzing visitor data by time of day... shows a clear shift from traditional management methods to smart management, with the tourist experience at its center.
In addition, measures to ensure security, traffic safety, fire prevention, and rescue operations were strictly implemented. Management of services, stalls, premises, and environmental sanitation was strengthened, and resolute action was taken against acts of soliciting customers, price gouging, commercial fraud, encroachment on historical sites, and actions that negatively impact the image of the festival.

Key innovations and highlights in the organization of the event:
Implement investment and renovation according to the overall master plan of the historical site, with many functional sub-zones; Develop a common identity within the historical site space;
Strengthen cooperation and linkages in local tourism development; Promote professional publicity and advertising efforts.
Enhancing digital transformation in festival management: e-ticket sales, online ticketing, automated ticket machines, ticket control using QR codes, installation of AI cameras, and operation of a central control center;
Improve the landscape of the historical site, strictly manage services, shops, and premises, resolutely prevent re-encroachment after clearance, ensure price listing and selling at the correct price;
Improve the efficiency of security and traffic management, proactively develop traffic diversion plans, and avoid congestion and accidents, especially during peak hours;
Establish a rapid response team to handle information and incidents via the hotline 19001207;
Focus on environmental protection, comprehensive waste collection on both land and water routes, and building an image of the festival as "bright - green - clean - beautiful - safe - smart";
Free parking is available for service cars (yellow license plates) and vehicles with 10 seats or more in designated parking areas;

From May to December 2026, the locality will focus on developing cultural and spiritual tourism products, experiential tourism, ecotourism, and adventure tourism along all four routes of the Huong Pagoda special national historical site.

The Organizing Committee for the 2026 Huong Pagoda Tourism Festival has been assigned specific tasks, established specialized subcommittees and a rapid response team to promptly handle any arising situations. The specialized departments of the commune and the Management Board of the historical site play a core role in advising, coordinating, inspecting, and supervising the festival's organization.
With thorough preparation, a systematic approach, and a long-term development orientation, the 2026 Huong Pagoda Tourism Festival is expected to be not only a safe, civilized, and high-quality festival but also an important stepping stone to affirm the position of Huong Pagoda on the national and international cultural and spiritual tourism map.
