According to the plan, the festival will be organized on a city-wide scale, taking place over 4 days, from April 4th to 7th, 2026 (corresponding to the 17th, 18th, 19th, and 20th days of the 2nd lunar month of the Year of the Horse) at the Quan The Am Pagoda grounds, Ngu Hanh Son Ward.
In addition to the main activities at the pagoda, several programs will be held along Su Van Hanh and Le Van Hien streets, as well as at other locations included in the festival program.
The opening ceremony is scheduled to take place at 5 PM on April 4, 2026 (17th day of the 2nd lunar month). The ceremony honoring Bodhisattva Avalokiteshvara – the most important and official ritual of the festival – will be held at 7 AM on April 6, 2026 (19th day of the 2nd lunar month). The closing ceremony will take place at 5:30 PM on April 7, 2026 (20th day of the 2nd lunar month).
According to the assignment, the People's Committee of Ngu Hanh Son Ward is the lead agency responsible for organizing and directly advising the Organizing Committee on the management of all festival activities; ensuring the necessary infrastructure; coordinating the development of detailed scripts, activity zone maps, and tourist attractions; issuing press releases and organizing press conferences (if any); and regularly reporting on progress, difficulties, and obstacles to the City People's Committee for timely guidance and resolution.
The Department of Culture, Sports and Tourism coordinates the implementation of state management functions regarding festivals; directs the organization of cultural, artistic, and sports activities according to plan; promotes visual propaganda and advertising along main routes; provides information to travel businesses; and controls press, printing, and publishing activities before, during, and after the festival.
The Department of Ethnic Minorities and Religions is responsible for guiding and facilitating the participation of religious groups, organizations, and individuals from both within and outside the country in religious activities in accordance with the law; and coordinating with the Vietnam Buddhist Association of Da Nang City and the People's Committee of Ngu Hanh Son Ward to guide the organization of religious activities in accordance with regulations.
The Office of the People's Committee of the City advises on the list and invitations for Party and State leaders (if any), and leaders of localities; coordinates reception, welcoming, and seating arrangements at the opening, ceremonial, and closing ceremonies.
The City Police Department is in charge of developing plans to ensure political security, social order and safety, traffic safety, fire prevention and control, and rescue operations; and coordinating the management of foreigners attending the festival.
The City Military Command guides and manages the operation of unmanned aerial vehicles (UAVs); and coordinates in ensuring national defense and security. The City Border Guard Command coordinates with the Waterway Traffic Police to ensure traffic safety and order on the Co Co River.
The Department of Foreign Affairs sends invitations to embassies, consulates general, and international delegations; and coordinates the management of foreign diplomatic and artistic delegations. The Department of Health ensures healthcare, disease prevention, and food safety. The Department of Agriculture and Environment is responsible for ensuring environmental sanitation.
The Department of Industry and Trade organizes booths to showcase OCOP products, specialty products, and souvenirs; and manages commercial and service activities within the framework of the festival. The Department of Science and Technology coordinates with telecommunications units to ensure communication infrastructure. Da Nang Power Company ensures stable and safe electricity supply throughout the festival.

According to the plan, the Festival Organizing Committee and specialized subcommittees must be established before March 1, 2026, to allow for timely assignment of tasks and development of implementation plans. Before March 7, 2026, the Head of the Organizing Committee will approve and issue the overall program, the content of the activities, and assign specific responsibilities to each relevant unit and individual.
Before March 12, 2026, the Organizing Committee will hold a meeting to implement the festival plan and program, aiming to clarify tasks and agree on implementation methods. Heads of subcommittees must issue detailed activity plans before March 16, 2026, ensuring clear responsibilities, tasks, and timelines.
Before March 20, 2026, the Organizing Committee will hold a meeting to review the progress of task implementation and promptly address any shortcomings or emerging issues. On March 31, 2026, a final review meeting will be held to ensure that all conditions regarding content, logistics, security, health, and communication are completed simultaneously.
The artistic programs within the framework of the festival will be rehearsed before April 2, 2026, to ensure professional quality, solemnity, and smooth coordination among participating forces.
With specific assignments, a well-planned schedule, and synchronized coordination among departments, agencies, and localities, the Quan The Am - Ngu Hanh Son Festival in 2026 is expected to be held safely and solemnly, contributing to honoring cultural and spiritual values, while promoting the image of Da Nang as a friendly and hospitable city.
