In the fierce and enthusiastic atmosphere of the whole country striving to achieve the highest results in the socio -economic development goals of the 5 years 2021-2025, welcoming the 14th National Congress of the Party which will take place early next year, leaders of ministries, departments, branches, central and local agencies, representatives of embassies, international organizations, experts, scientists and the cooperative and business community gathered in Hanoi to attend the Forum.
In his opening speech, Deputy Prime Minister Nguyen Chi Dung said this is an important event to share, exchange and propose strategic orientations and breakthrough solutions to promote the development of the collective economic sector and cooperatives - an indispensable component in the socialist-oriented market economy.

At the same time, the Deputy Prime Minister expressed his condolences for the great losses of people, cooperatives and businesses in areas affected by recent natural disasters.
The distinctive advantages of a socialist-oriented market economy
This year's forum has selected extremely practical and focused content, contributing to realizing the dual goals for two important areas: the private economy and the collective economy.
Resolution No. 68-NQ/TW is identified as one of the fundamental Resolutions to shape and promote the country's economic development in the coming period. In particular, it identifies the goal of "The private economy is the most important driving force of the national economy; a pioneering force in the development of science and technology, innovation and digital transformation".
In Resolution No. 68-NQ/TW, the Politburo also clearly affirmed the viewpoint that "the private economy, together with the state economy and collective economy, plays a core role in building an independent, autonomous, self-reliant and self-reliant economy, associated with deep, substantive and effective international integration, bringing the country to prosperous development".

"This can be considered a unique advantage of the socialist-oriented market economy in our country when the Party and State always pay attention to and create fair development opportunities for all sectors and all people to enjoy the fruits of growth, no one is left behind," the Deputy Prime Minister affirmed.
Analyzing more clearly, the Deputy Prime Minister said that the collective economy and the private economy have a close relationship, complement each other, and play an important role in the national economy, one side is the "support in the countryside", the other side is the "driving force in the market".
Cooperatives play a supporting role for the private economy, especially the household economy of cooperative members; and are a driving factor in linking with enterprises to form value chains.
In the opposite direction, enterprises play the role of pull factors in the production value chain linked with cooperatives.

The cooperative relationship between cooperatives and enterprises has gone beyond the traditional framework, becoming partners in forming clusters linked along the value chain, not only in the agricultural sector but also in many other sectors such as industry, tourism and services.
In fact, there have been many successful models, with deep linkages such as capital contribution and share purchase, strengthening the connection of long-term interests. Promoting linkages between cooperatives and enterprises is extremely necessary, long-term and an important solution contributing to the goal of sustainable development of collective and private economies.

Focus on 3 groups of content to bring practical value
However, the Deputy Prime Minister also frankly pointed out that the linkage activities between cooperatives and enterprises still have many limitations, not commensurate with the potential due to a number of reasons: (1) The quantity and quality of production linkages according to the value chain are still low, the scale of production linkages is still small; (2) Many enterprises are still afraid of risks because they do not trust the implementation capacity of cooperatives, especially for activities requiring high technical and professional qualifications; (3) The implementation work and ability to access policies of enterprises and cooperatives are not high; (4) Awareness of the importance and benefits of participating in linkages is still inadequate; thus, it has not created a real driving force for linkages.
The Forum is an open forum, an opportunity for "4 houses" (businesses, cooperatives, scientists and the State) to actively exchange and interact to clarify the meaning, role and current situation and propose solutions for the linkage activities between enterprises and cooperatives in our country.

Deputy Prime Minister Nguyen Chi Dung asked delegates at the forum to frankly discuss and make responsible contributions based on focusing on a number of key contents .
Firstly, assess the current situation and opportunities from the association; Obstacles and challenges that are hindering the association; International lessons and experiences that can be applied to Vietnam.
Second, propose breakthrough solutions to further promote linkage models, especially in terms of mechanisms and policies; coordination between ministries, branches and localities; attracting resources; enhancing the role of cooperatives, enterprises and support organizations.
Third, what innovations are needed to improve the institutions and support policies to remove obstacles and make them easier to put into practice? What orientations and goals should be built for strategies and action programs to effectively promote linkages?
"The delegates together "connect intelligence - spread values - link, join forces - build the future" to have discussions and contribute practical values, helping the collective economic sector and the private economic sector develop sustainably," the Deputy Prime Minister noted.
