Thanks to proactively and flexibly operating online community public service teams, Duc An commune has created strong changes in administrative reform and formed the habit of using online public services among the people, becoming a bright spot in implementing Resolution No. 57-NQ/TW of the Politburo in Lam Dong province.
Serving the people
The Duc An Commune Party Committee has established 23 online community public service teams with nearly 500 members including Party cell secretaries, village cadres, teachers, union members, youth, police, militia... These are all people with basic technology skills and local knowledge. The commune has completed 23 community digital technology teams, operating flexibly and close to the people.
In the old Dak N'Drung area, currently in Duc An commune, the community online public service team has become the core force to support people in accessing administrative procedures conveniently and quickly. The team currently has 10 members including: Teachers, union officials, union members, youth and some members of the village and hamlet self-management committee. Many members of the community digital technology team are also members of the community online public service team, so the team's activities are increasingly effective, receiving the people's approval and appreciation.
Mr. Pham Hoang Xuan Bao, Ly Thuong Kiet Secondary School, a member of the team, said that the team determined that serving the people is the top priority, especially in areas far from the commune center; thereby, proactively went to people's homes to complete documents and guide each procedure to ensure the rights of the people. Along with consulting and implementing the regime documents for the elderly, the team also supports people in submitting all types of documents online when needed. As soon as people call, the team members will arrange to be present to support. "We are very happy that people trust and see the team as a bridge to help access digital transformation and online public services more easily," Mr. Bao shared.
Secretary of the Duc An Commune Party Committee Tran Manh Hung said that in order to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Commune Party Committee has issued a letter calling on all people to participate in using online public services, publicizing the list and support phone numbers, establishing a Zalo group to manage between teams and professional forces... Digital transformation work has quickly spread widely from the government to each village, hamlet and family.
Recently, Duc An commune has organized two training courses to improve digital skills for nearly 500 members, using the "hands-on" method, simulating the entire process of completing online documents. Members of the groups were instructed to install and use VNeID level 2, the National Public Service Portal, electronic payment applications... and were instructed to identify high-tech fraud forms to help people be safer when participating in the digital environment.
According to Duc An Commune Party Secretary Tran Manh Hung, equipping core staff with skills is a key solution to improve service capacity and expand the rate of online records at the grassroots level. This is also the most practical way for the locality to realize the resolutions of the Central and Provincial Governments on community digital transformation.
Model points need to be replicated
After the merger, Duc An has a large area, the whole commune has 7,588 households, a population of more than 31,300 people, the traffic infrastructure is not synchronous, the roads in the ethnic minority areas are still bumpy, so digital transformation must be flexible, close to the people and easy to access. From that reality, the community online public service teams have implemented the motto "Go to the place - support enthusiastically - guide in person". Along with good implementation at the Public Administration Service Center, the teams go directly to each household to guide online application submission.
In particular, many cases of the elderly, people with mobility problems or ethnic minority households are supported right at home. At the same time, the commune established an administrative procedure response team consisting of more than 20 people with in-depth expertise, regularly supporting public service teams and directly answering questions for people through many channels, such as Zalo, Facebook, and phone.
The role of socio-political organizations has also been strongly promoted to bring digital transformation and public services to union members, members and people. The Youth Union established a volunteer team to support the installation of public service accounts; the Women's Union guided members to make cashless payments; the Farmers' Association and the Veterans' Association divided targets to support households in completing online applications...
After being instructed and experienced, most people were satisfied and gradually formed the habit of submitting documents online. Many procedures that previously had to go to state agencies, people can now do at home. "The community digital transformation model in Duc An has been promoting community strength, improving the quality of service to the people, creating a foundation for forming digital citizens, bringing the government closer to the people," said the Secretary of the Duc An Commune Party Committee.
At the working session with 28 communes and wards in the western region of Lam Dong, Chairman of the Provincial People's Committee Ho Van Muoi assessed that the model of the online public service team of Duc An commune has proven to be clearly effective in bringing public services to villages and hamlets, creating a change in people's awareness and habits. Mr. Muoi requested communes to learn from the model of the online public service team of Duc An and assigned the Department of Home Affairs to research and use this model as a model for replication. "The model of the online public service team of Duc An commune is a creative and practical way, contributing to improving the quality of service to the people and promoting digital transformation from the grassroots level," Mr. Muoi emphasized.
As of early November 2025, Duc An had received 3,289 applications and processed 2,972 applications; of which, the rate of correct and early applications reached nearly 95%. This figure clearly reflects the efforts of the local government in reforming administrative procedures, as well as the important role of the Online Public Service Team model in supporting people, contributing to creating strong changes to promote digital transformation activities of the locality and Lam Dong province.
