In the past 20 years, with the attention of the province, the socio-economic life of ethnic minorities in the province as well as the material and spiritual life of the people have been constantly improved. Many traditional cultural festivals of ethnic minorities have been restored, preserved, and promoted, not only meeting the religious, cultural and sports needs of local people but also being a lever and a driving force to promote the socio-economic development of that locality.
20 years ago - in 2005, Dai Duc Commune Cultural House (Tien Yen) was inaugurated with a value of 700 million VND, becoming the most valuable communal cultural house in Quang Ninh province at that time. Notably, Dai Duc at that time was one of the most remote and difficult communes in the province, with nearly 100% of the population being San Chi people, and the roads into the commune had to be "increased" and were not spacious and open like they are now. Along with the cultural house being invested in and built, right after the Lunar New Year 2006, the first San Chi Ethnic Culture and Sports Festival was held. Many cultural and sports activities of the ethnic group that were previously only kept in the memories of the elderly, or were organized on a small scale, now have the opportunity to perform and compete, such as cake wrapping, stilt walking, playing shuttlecock, spinning tops, pushing sticks, etc.
From the success of the restoration and organization of the San Chi Ethnic Culture and Sports Festival in Dai Duc Commune, Tien Yen District has upgraded it to a district-level festival, and at the same time, organized many more cultural festivals such as the Tay Ethnic Culture and Sports Festival - Dong Dinh Communal House Festival in Phong Du Commune, San Diu Ethnic Culture and Sports Festival - Duc Ong Hoang Can Temple Festival in Hai Lang Commune. The cultural and sports festivals combined with communal house and pagoda festivals have contributed to the event being organized on a larger scale, with more activities and attracting more people and tourists to participate.
In Hoanh Bo district (now Ha Long city), the village festival of the Dao Thanh Y people in Bang Ca commune used to be organized at the village level, Dao clans and often held at the village chief's house. Since 2009, when the Dao Thanh Y Cultural Conservation Area was built in Chin Gian village, Bang Ca commune, the scale of the village festival has also been greatly expanded. In addition to ritual activities, sports, traditional arts, there are also displays and introductions of the cultural values of the Dao community such as costumes, cuisine , housing, traditional embroidery, production methods... contributing to helping visitors better understand the Dao Thanh Y people and their unique cultural features.
In Binh Lieu district, in early 2007, Luc Na communal house festival (Luc Hon commune) was restored after many years of decline and has been maintained regularly to this day. From a communal house festival of a commune, Luc Na communal house festival is now one of the typical traditional cultural festivals of the ethnic people in the district. Along with Luc Na communal house festival, the Wind Abstinence festival of the Dao Thanh Phan people in Dong Van commune, the March singing festival of the San Chi people in Huc Dong commune, which has existed for a long time, has also been directed by the district to be organized regularly every year, adding many traditional cultural and sports activities, aiming to build and develop festivals into tourism products. The most successful achievement is the organization of the San Chi ethnic women's football tournament at the March singing festival, which has attracted a large number of domestic and foreign tourists, contributing to promoting the beauty of the land and people of Binh Lieu in particular and Quang Ninh province in general.
The fact that traditional festivals of ethnic minorities in the province have been restored and maintained very successfully, preserved and promoted in value, in addition to the efforts of functional sectors and local authorities, has an important factor that comes from the cultural needs of the people. Especially through festivals, ethnic minorities have become more aware of the unique cultural values of their ethnic groups that need to be preserved and promoted. The festivals have been naturally preserved and maintained in such a natural way. On the contrary, the festivals have contributed to promoting the socio-economic development of the locality.
