
Regarding the North-South high-speed railway project, concerning technology and partner selection, the Standing Committee of the Government has assigned the Ministry of Construction to finalize the report on technology and partner selection and submit it to the Standing Committee of the Government Party Committee before February 20th for submission to competent authorities for approval as prescribed; striving to complete the selection of consultants to prepare the feasibility study report in the second quarter of 2026; and continuing to research and evaluate investment forms to select the optimal investment form, ensuring a balance of interests between the state, the people, and businesses.
During the project planning process, further research will be conducted on investment methods aimed at encouraging the participation of large domestic corporations, while harmonizing the interests of both the state and businesses.
Regarding urban railway projects, the Standing Committee of the Government assigned Hanoi and Ho Chi Minh City to proactively implement the routes within their jurisdiction, ensuring progress and quality, especially the route connecting to Long Thanh International Airport in Ho Chi Minh City; the Nhon - Hanoi Station route (underground section), the Van Cao - Hoa Lac route, and the Nam Thang Long - Tran Hung Dao route in Hanoi (for the Van Cao - Hoa Lac route, negotiations and discussions with the contractor are needed to shorten the construction time and complete the project in about 1-2 years as reported by the leaders of the Hanoi People's Committee); and to review the planning and development of subway systems in the direction of "going deeper underground," in line with the action program of the 14th National Congress of the Communist Party of Vietnam.
The Ministry of Construction, the Ministry of Science and Technology, and local authorities should urgently research and consider issuing national technical standards for urban railways; the Ministries of National Defense, Finance, and Construction should coordinate to support the resolution of obstacles related to land clearance, funding, and procedures.
Regarding the planning of the Hanoi – Lang Son and Hai Phong – Mong Cai railway lines, the Standing Committee of the Government has assigned the Ministry of Construction to expedite the signing of the Technical Assistance Agreement with China and complete the planning by 2026.
