Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, said that when the Law on Digital Transformation is issued, it will remove many long-standing "bottlenecks" such as: Unconnected data, lack of capital mobilization mechanism, lack of high-quality human resources... The Law will create opportunities for comprehensive breakthroughs for Hue, especially in the fields of institutions, infrastructure, data, human resources, information security and digital economic development.
Hue is one of the localities that pioneered digital transformation, with typical platforms such as Hue-S, Hue Smart Urban Monitoring and Operation Center (HueIOC)... However, the connection and synchronization of data between sectors and levels is still limited. The birth of the Digital Transformation Law is considered a "legal key" to help localities be more bold in exploiting and applying technology, towards smart urban governance.
Notably, the Law clearly defines the fundamental principles for digital government such as: "Digitalization from the beginning, paper is the exception", "Data-based management", "Government as a platform". This will be the guideline to help Hue standardize processes, increase transparency and efficiency in operating HueIOC. According to the Department of Science and Technology, the Law on Digital Transformation will be the legal basis to help Hue integrate, connect, and share data between fields such as health, education , transportation, environment, etc. From there, data becomes a "new resource", serving the work of forecasting, management and smart operation, getting closer to the goal of a sustainable digital city.
According to Mr. Nguyen Duong Anh, one of the important provisions of the Law is to prioritize investment in digital infrastructure using the state budget and encourage public-private partnerships (PPP). This is especially meaningful for Hue, when the city needs a clear mechanism to attract resources for projects such as upgrading the IOC Center phase 2 and building a comprehensive traffic sensor system.
Many experts believe that the biggest challenge lies not in the content of the Law, but in its implementation. Mr. Ho Dac Thai Hoang, Chairman of the Union of Science and Technology Associations of Hue City, said that Hue's strategic orientation for the 2026-2030 period is to become a smart - green - sustainable city, a center for training, specialized medicine, digital heritage tourism and data urban management, operating on a comprehensive digital platform, serving people, businesses, tourists and the community. The implementation of the Law on Digital Transformation not only creates a legal foundation but also helps realize this goal, forming a 2-level local government operating on a digital platform, with people at the center.
Another notable point is that the Law stipulates special treatment for staff and digital transformation experts in state agencies. This is the basis for Hue to attract and retain human resources in information technology, data security, AI, GIS, etc., areas that are still in shortage. At the same time, popularizing digital skills for people, especially in suburban areas, is also considered a fundamental solution to shorten the digital gap.
Not only state agencies, digital technology enterprises in Hue also believe that the new law will create a favorable environment for them to participate in the smart urban solution supply chain, contributing to the goal of turning Hue into a "Digital Economic Center" as oriented in the Smart Urban Project for the period 2026 - 2030 of Hue city.
