The conference was held in person at the central bridge and online at 16 local bridges.
Speaking at the opening of the Conference, Deputy Minister of Justice Nguyen Thanh Ngoc emphasized that after 15 years of implementation, the Law on Adoption has affirmed its role as an important legal basis, not only creating a solid corridor for domestic adoption but also clearly demonstrating Vietnam's commitment to international integration, in accordance with the 1993 Hague Convention on the Protection of Children and Cooperation in Respect of Intercountry Adoption and international standards on child protection.
Over the past time, close coordination between ministries, branches and localities has ensured that procedures are handled in accordance with legal procedures. However, practice has shown that some provisions of the law are no longer appropriate, requiring adjustment.
Specifically, the database system on adoption, especially cases involving foreign elements, is still limited and does not meet the requirements of digital transformation. Therefore, this conference not only aims to summarize the achievements but also serves as an important forum for agencies and localities to frankly point out the shortcomings and difficulties in implementation.
"These comments will be a valuable database for the Ministry of Justice to study, amend, supplement and perfect the Law on Adoption, meeting the requirements of the new situation," Deputy Minister Nguyen Thanh Ngoc emphasized.
Nearly 45,000 children in special circumstances were adopted.
Reporting at the Conference, Mr. Phan Dang Kien, Deputy Director of the Department of Administrative Justice, Ministry of Justice, said that the Law on Adoption No. 52/2010/QH12 was passed by the 12th National Assembly at the seventh session on June 17, 2010 and took effect from January 1, 2011.
After the Law on Adoption was promulgated, the Ministry of Justice proactively developed, submitted to competent authorities for promulgation, promulgated under its authority or coordinated with relevant ministries to promulgate, amend and supplement documents guiding the implementation of the Law. Up to now, the system of legal documents guiding the implementation of the Law on Adoption includes 02 Decrees, 03 Circulars, 02 Joint Circulars.
Since the Law on Adoption came into effect until June 30, 2025, 44,642 children in special circumstances have been adopted nationwide, of which 39,889 children were adopted domestically (accounting for 89.4%), 4,753 children were adopted internationally (accounting for 10.6%). The number of children adopted domestically is 8 times higher than the number of children adopted internationally.
This shows that the principle of prioritizing domestic adoption before settling children for adoption by foreigners has been strictly followed by competent authorities of Vietnam.
This is one of the basic principles throughout the implementation of the Law on Adoption, clearly demonstrating humanity and conformity with the best interests of children according to Vietnamese law and the 1993 Hague Convention on the Protection of Children and Cooperation in Respect of Intercountry Adoption, of which Vietnam has become a member since February 1, 2012.

It is necessary to strengthen inspection and supervision after adoption.
Exchanging and discussing at the Conference, delegates and representatives of localities had frank opinions, focusing on evaluating the achieved results, deeply analyzing the limitations, inadequacies and obstacles in the implementation of the Law on Adoption; at the same time, proactively proposing and recommending many solutions to supplement, improve and enhance the effectiveness of the implementation of the Law on Adoption in the coming time.
Concluding the Conference, Deputy Minister of Justice Nguyen Thanh Ngoc acknowledged the enthusiastic and responsible opinions from the delegates, clarified the achievements as well as the difficulties and problems in practice.
The Deputy Minister emphasized the remaining problems such as post-inspection work, limited information capture and monitoring of the child's upbringing process after adoption, especially statistical data work.
At the same time, it is necessary to promote the application of information technology and digital transformation in the management of adoption data. The arising issues need to be synthesized and studied to be incorporated into the process of amending the law in an appropriate manner, both meeting domestic practical requirements and in line with international practices, all for the best interests of children.
