One of the notable new features is the shortened processing time for unemployment benefits. According to the 2025 Employment Law, the eligibility period for unemployment benefits is calculated from the 11th working day after submitting all necessary documents, instead of the previous 16th day. This allows workers to access financial support more quickly during difficult times.

The law also standardizes the maximum unemployment benefit amount. The monthly benefit continues to be equal to 60% of the average salary on which unemployment insurance contributions were paid during the six consecutive months prior to unemployment, but the ceiling is no more than five times the regional minimum wage, replacing the previous regulation that differentiated between the public and private sectors.
In addition, the "Vocational Training Support" program has been renamed "Support for Workers to Participate in Vocational Training and Skill Development." Besides tuition support, workers also receive meal allowances during training, encouraging them to participate in vocational training so they can return to the labor market sooner.
The law also expands the eligibility criteria for support for businesses, removing the requirement of "insufficient training funds" and clearly defining cases of difficulty due to structural changes, technological changes, or force majeure.
