Employment Law 2025: Increased support, expanded unemployment insurance benefits

The Employment Law 2025 will officially take effect from January 1, 2026, bringing many important changes to unemployment insurance policies. The new regulations focus on unemployment prevention, increasing flexibility in support regimes, aiming to better protect the rights of workers in the context of a volatile labor market.

One of the notable new points is the shortening of the time for processing unemployment benefits. According to the 2025 Employment Law, the time for receiving unemployment benefits is calculated from the 11th working day from the date of submitting a complete application, instead of the 16th day as before. Thanks to that, workers can access financial support faster during difficult times.

The law also unifies the maximum level of unemployment benefits. The monthly benefit continues to be equal to 60% of the average unemployment insurance salary of the 6 consecutive months before unemployment, but the ceiling is not more than 5 times the regional minimum wage, replacing the previous regulation distinguishing between the state and enterprise sectors.

In addition, the “Vocational Training Support” regime has been renamed “Support for workers participating in training and improving vocational skills”. In addition to tuition support, workers are also supported with food expenses during the training period, and are encouraged to participate in vocational training to return to the labor market soon.

The law also expands support conditions for businesses, removes the requirement of "insufficient training funding" and clearly stipulates difficult cases due to changes in structure, technology or force majeure./.
