On the afternoon of November 12, in Hanoi, the Ministry of Public Security held a conference to review one year of deploying forces to participate in protecting security and order at the grassroots level to objectively and comprehensively evaluate the results of the force's organization and operations. Prime Minister Pham Minh Chinh attended and gave a speech. Politburo member and Minister of Public Security Luong Tam Quang chaired the conference.

The conference was held online from the Ministry of Public Security's Conference Hall to connecting points with the participation of more than 28,000 delegates from provincial and communal authorities; police officers and soldiers and forces participating in protecting security and order at the grassroots level nationwide.

Since July 1, 2024, the force participating in protecting security and order at the grassroots level has rapidly developed. Currently, the country has more than 86,000 security and order protection teams with more than 276,000 participating members.

After one year of implementing the Law on Forces participating in protecting security and order at the grassroots level, the outstanding results are that the grassroots security situation has always been maintained, crime has continuously been reduced; many localities have recorded a clear decrease in traffic accidents, social evils have been pushed back; the movement of the entire people to protect national security has increasingly gone into depth and substance, contributing to building and consolidating the people's security posture associated with the increasingly solid national defense posture...

In his opening speech, Minister of Public Security Luong Tam Quang affirmed: After one year of deploying forces to participate in protecting security and order at the grassroots level, it shows the Party and State's extremely correct policy on building this force.

General Luong Tam Quang affirmed: Initially, the force participating in protecting security and order at the grassroots level has promoted its role as a core voluntary mass force in supporting the Commune-level Police to grasp the situation of security and order, build a mass movement to protect national security, prevent and fight fires, rescue, administrative management of social order, mobilize and educate people who have violated the law and are residing at the grassroots level, patrol to ensure security, order and traffic safety.

At the Conference, delegates listened to presentations related to policies and regimes; operational processes; recommendations and solutions to improve the operational efficiency of forces participating in protecting security and order at the grassroots level.

To continue promoting the achievements and results, the Prime Minister emphasized that the force participating in protecting security and order at the grassroots level must be "close to the people, understand the people - be a solid support of the people, an extension of the police force, a trusted force of local authorities at the grassroots level, and build a strong, comprehensive, and widespread force.

The Prime Minister requested the Ministry of Public Security to continue to research, review, and perfect a synchronous and unified legal corridor, as a basis for organizing and deploying forces. Pay attention to investing in ensuring material facilities, speeding up the provision of support tools, equipment, and means to serve the work, so that this force is qualified to perform the task of ensuring security and order at the grassroots level; regularly pay attention to training and coaching to improve awareness, understanding of politics, law, and professional skills of the force;

Continue to proactively coordinate with relevant ministries and branches to review and supplement mechanisms and policies to ensure unity and synchronization in building and promoting the effectiveness of forces participating in protecting security and order at the grassroots level; develop the Project "Building a strong force participating in protecting security and order at the grassroots level" to contribute significantly to building a people's security posture associated with a national defense posture and a solid people's hearts posture.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Public Security and relevant units to study and submit to competent authorities to promulgate a mechanism for allocating the central budget to support disadvantaged localities, mountainous areas, remote areas in paying allowances and equipping means for forces participating in protecting security and order at the grassroots level, contributing to overcoming difficulties and obstacles in the recent past; continue to review and provide forces to meet requirements and tasks.

Emphasizing that the forces participating in protecting security and order at the grassroots level are the "extended arm" of the People's Public Security force, the "peaceful support" of the people, the Prime Minister requested that local Party committees and authorities at both levels regularly pay attention, take care of, and create all favorable conditions for the forces participating in protecting security and order at the grassroots level to feel secure and actively perform their tasks, stay close to the locality, be close to the people, understand the people, contribute to maintaining peace in the villages, build a strong foundation, and create a foundation for sustainable development.

For the forces participating in protecting security and order at the grassroots level, the Prime Minister hopes that you will continue to uphold your sense of responsibility, strive, be dedicated and devoted to serving the people; closely connect with the Party Committee and the government and actively support the police force; not be afraid of difficulties and hardships, steadfastly stick to the area, promptly detect, support, prevent and handle problems right at the grassroots level, so that each village, hamlet and neighborhood truly becomes a solid fortress of security and order.
