Accordingly, the Decree stipulates that the specialized civil defense force of the Ministry of National Defense includes: Air and sea search and rescue force; chemical, biological, radiation and nuclear incident response and remediation force; construction collapse response force; oil spill response force; and other incident and disaster response force as prescribed by law.

The specialized civil defense force of the Ministry of Public Security includes the Fire Prevention, Fire Fighting and Rescue Police force at all levels. The specialized force of the Ministry of Construction is the specialized force for aviation and maritime search and rescue. The specialized force of the Ministry of Agriculture and Environment is the specialized force for meteorology, hydrology; climate change; and geological disasters.

In addition, there are medical forces from ministries, branches and localities; specialized forces for responding to oil spills from the Vietnam National Oil and Gas Group ( Petrovietnam ) and specialized mine rescue forces from the Vietnam National Coal and Mineral Industries Group.

Ministries and provincial People's Committees shall, based on their functions, tasks, and scope of management, organize specialized civil defense forces to ensure compactness and effective operation.

Decree No. 200/2025/ND-CP also stipulates that the part-time civil defense force of the Ministry of National Defense is the force belonging to the Army units stationed independently from the company level and equivalent or higher. The Ministry of Public Security is the Police force for preventing and combating environmental crimes, administrative management of social order, traffic, cyber security and preventing and combating high-tech crimes, Mobile Police, Commune Police and other forces according to the decision of the Minister of Public Security.

The Ministry of Agriculture and Environment includes the dike management force; the forest rangers; the animal and plant quarantine force; and the fisheries control force. The central ministries, branches, and ministerial-level agencies include the self-defense forces of other agencies, organizations, and part-time forces.

For localities, part-time civil defense forces include militia and self-defense forces; shock forces for natural disaster prevention and control; forces participating in ensuring security and order at the grassroots level; and forces belonging to search and rescue coordination stations established by localities.
