Decree 162, issued by the Government on May 15th and effective from July 1st, stipulates that nine groups will see an 8% increase in their pensions. These include officials, civil servants, workers, employees, and laborers; military personnel, public security personnel, and those working in cryptography who are receiving monthly pensions.
Those participating in voluntary social insurance; and retirees from the Nghe An Farmers' Social Insurance Fund who switched to voluntary social insurance according to the Prime Minister's decision in 2009 are also eligible for the increase.
In addition, commune, ward, and town officials; part-time workers at the commune, village, and neighborhood levels; recipients of disability benefits; recipients of occupational accident and disease benefits; and rubber plantation workers will also have their pensions and allowances adjusted upwards.
The group being reinforced also includes military personnel, public security officers, and cryptography personnel who participated in the war to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975, and have since been demobilized, discharged from service, or retired.
For those who retired and received pensions, social insurance benefits, and monthly allowances before January 1, 1995, if their monthly benefit remains below 3.8 million VND after adjustment, they will receive a further increase. Those receiving 3.5 million VND or less per person per month will receive an increase of 300,000 VND per month. Those receiving between 3.5 million and 3.8 million VND per month will have their benefit raised to 3.8 million VND per month.

According to estimates by the Ministry of Interior , the total additional funding required to pay pensions and benefits compared to 2025 is expected to be nearly 10,800 billion VND. Of this amount, the state budget will cover over 2,000 billion VND, with the remaining approximately 8,760 billion VND to be paid by the Social Insurance Fund.
Statistics up to July 2025 show that approximately 2.4 million people are receiving pensions, social insurance benefits, and monthly allowances ranging from 3 to 10 million VND, accounting for 80% of the total number of beneficiaries.
The average pension from the state budget is approximately 5.7 million VND/month. Monthly allowances range from 2.2-2.5 million VND. The average pension from the Social Insurance Fund is approximately 6.7 million VND/month, while commune-level officials receive an average of about 2.7 million VND/month.
