What are the current teacher salaries and allowances?

Currently, teachers apply the general salary scale and salary allowance regimes issued with Decree No. 204/2004/ND-CP, including seniority allowance and preferential allowance for teachers of 25-70%.

The current basic salary is 2,340,000 VND. Teachers in general also have professional allowances and seniority allowances according to the general regulations of the Government and the Ministry of Education and Training. From July 1, 2024, teachers' salaries will still maintain the current allowances such as leadership position allowances, concurrent positions, seniority allowances, professional preferential allowances, etc.

Teachers in Ho Chi Minh City, in addition to salary, rank, allowance... also have additional income.

Currently, the professional allowance for teachers is regulated at 25% for university lecturers and 35 - 70% for preschool and primary school teachers depending on the subject and working region.

The seniority allowance for teachers is implemented according to the provisions of Decree 77/2021 of the Government . Teachers who have participated in teaching and paid compulsory social insurance for 5 years (60 months) are entitled to a seniority allowance equal to 5% of their current salary. From the 6th year onwards, each year (12 months) is calculated with an additional 1%.

Current salary calculation formula for managers and teachers in public service units = {Salary coefficient + (Salary coefficient + Position allowance if any + Seniority allowance if any) x percentage of preferential allowance} x 2,340,000 VND.

Therefore, according to the Ministry of Home Affairs , the total salary and salary allowances of teachers are actually the highest in all current career sectors.

According to Resolution No. 71-NQ/T.Ư of the Politburo on breakthroughs in education and training development, the Government Party Committee has submitted to the Politburo a proposal on salary and allowances for cadres, civil servants, public employees, and armed forces after the reorganization of the apparatus and organization of 2-level local governments. In particular, there is a policy to adjust preferential allowances for teachers according to the roadmap. Thus, the total salary and allowances for teachers will continue to increase in the coming time without having to apply a specific salary coefficient.

In addition, in provinces and cities with special mechanisms such as Ho Chi Minh City, in addition to salaries and allowances for teachers, teachers who are civil servants also have an additional income policy. In 2025, after Ho Chi Minh City merges with the former Binh Duong province and the former Ba Ria - Vung Tau province, the maximum additional income for teachers each month is 1.5 times the salary scale, rank, and position.

For example, a grade 3, level 1 preschool teacher in Ho Chi Minh City, who has completed his/her duties excellently, without any position allowance, his/her salary according to his/her rank is 4,914,000 VND per month. His/her maximum monthly additional income is 7,371,000 VND (maximum 1.5 times the salary according to his/her rank, position). Thus, thanks to the additional income of Ho Chi Minh City, this teacher has a total monthly income of 12,285,000 VND.

The Ministry of Home Affairs proposed not to prescribe a special salary coefficient for teachers.

The Ministry of Home Affairs has just sent an official dispatch to the Ministry of Education and Training to comment on the draft Decree of the Government regulating salary policy and allowance regime for teachers.

The Ministry of Home Affairs cited the Party's viewpoints and policies on reforming salary policies, especially Conclusion No. 83-KL/T.TW of the Politburo on salary reform, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1; current legal regulations and opinions of the National Assembly Party Committee (on amending and abolishing financial mechanisms and special incomes of central state administrative agencies and units), then the regulation of special salary coefficients for teachers has no political or legal basis.

The Ministry of Home Affairs stated that, according to the design principles of the current salary regime, civil servants in all sectors apply a common salary table to facilitate salary arrangement when transferring and rotating in state agencies and units; specific industry policies are implemented through allowances.
