According to Dr. Tran Dang Khoa - Deputy Director of the Department of Mothers and Children, in recent years, the health sector together with organizations, associations and unions have carried out many positive activities, contributing to helping disabled children better integrate into the community.
“Parents are the first and most important link in the chain of support for children with disabilities.” This saying not only shows the key role of the family, but also calls for everyone in society to join hands in creating a more loving, safe and equal environment for children with disabilities,” Dr. Tran Dang Khoa emphasized.
Also according to Dr. Tran Dang Khoa, on January 31, 2023, the Ministry of Health issued a document guiding the early detection and early intervention of childhood disabilities. It is expected that in the near future, the screening toolkit will be edited and refined in terms of presentation to make it easier for parents to use, helping to identify developmental abnormalities in children more effectively and conveniently.
“When detecting signs of abnormal development in children, parents need to take their children to specialized medical facilities for timely examination, intervention and rehabilitation. Early detection and early intervention are the key to helping children better integrate into the community,” according to Dr. Tran Dang Khoa.
Sharing the same view, Dr. Nguyen Van Hung, lecturer at the Academy of Educational Management, Ministry of Education and Training, also emphasized the important role of inclusive education. This is not only the responsibility of the school but also requires stronger participation from the family and community. “Only when parents understand and have knowledge to accompany, each child can truly have the opportunity to maximize their potential,” Dr. Nguyen Van Hung affirmed.
From the perspective of a mother with a child with cerebral palsy, Master Dinh Thi Lan Anh - President of the Association of Families of Children and People with Cerebral Palsy in Vietnam shared: “As a mother with a child with cerebral palsy, I always worry about creating a place where parents can be supported mentally, children can be cared for and supported, and not be discriminated against. That is why I stood up to gather mothers in the same situation, and established the Association of Families of Children and People with Cerebral Palsy in Vietnam”.
Ms. Lan Anh encourages parents to prepare well the four Ts: Mental - Physical - Intellectual - Financial, because that is the foundation to accompany their children on the integration journey. According to her, parent organizations are the "intermediary bridge" between families, disabled children and social agencies and organizations - contributing to building a sustainable support ecosystem.
Following the Project to support children with disabilities in accessing protection, care and education services in the community for the period 2018-2025 approved by Decision No. 1438/QD-TTg dated October 29, 2018 of the Prime Minister, the Department of Mothers and Children continues to develop the Project for the next period (2026-2030), aiming for stronger and more effective attention from the whole society for children with disabilities.
In terms of specialized education for children with disabilities, according to Decision No. 403/QD-TTg issued on February 25, 2025 of the Prime Minister approving the Planning of the system of professional educational institutions for people with disabilities and the system of centers to support the development of inclusive education for the period 2021 - 2030, with a vision to 2050, the specific goal by 2030 is to strive for 100% of provincial-level units to have public centers to support the development of inclusive education; effectively operate the system of specialized educational institutions for people with disabilities...
Also related to child protection and care, on November 17, the Department of Mothers and Children, Ministry of Health will organize a training session to improve the capacity of reporters and those working in social media on preventing and reducing child labor.
