Preventing waste when implementing a unified set of textbooks
Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, signed the Government's report on the receipt and explanation of delegates' opinions related to the draft Law on amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); and the Law on Vocational Education (amended). This content was also submitted to the National Assembly Standing Committee for comments at the meeting on December 4.
Minister Nguyen Kim Son said that the draft Law on Education is adjusted in the direction of removing the regulation that the Government decides to socialize textbooks. The open regulation is that the Ministry of Education and Training decides on a unified set of textbooks nationwide. This allows flexibility in compiling new plans or selecting and adjusting current sets of textbooks.

This regulation is intended to ensure that the ministry can choose to compile a new set of books or select and edit from existing sets of books, depending on the practical situation and the decision of the competent authority.
At the present stage, it is not feasible to determine in the law whether the unified set of books is compiled directly by the State or implemented by socialization, because the specific plan is being considered by the competent authority.
In addition, the Government has assigned the Ministry of Education and Training to develop a report on the plan to deploy a unified set of textbooks nationwide from the 2026-2027 school year, ensuring publicity, transparency, objectivity, thrift, and anti-waste.
The two exams have different goals and functions.
Another important content that many opinions also proposed is to maintain stability but to improve the way of creating and grading exams. There are also opinions suggesting not organizing high school graduation exams, only keeping one university entrance exam.
Regarding this content, the Government agrees that maintaining the high school graduation exam is necessary in the current period. Maintaining the exam contributes to ensuring objectivity, fairness and discipline in the education system.
Regarding the proposal to improve the examination method, the Government has directed the Ministry of Education and Training to continue reviewing and perfecting the question-making, grading and analysis of results. At the same time, it is necessary to increase the application of technology and reduce pressure on students, institutionalizing these contents in the High School Graduation Examination Regulations.
Regarding the proposal to abolish the graduation exam and only keep the university entrance exam, the Government realized that the two exams have different goals and functions.
University admission is a highly differentiated activity under the autonomy of higher education institutions; institutions can use high school graduation exam results, organize their own exams or apply appropriate admission methods.
Therefore, maintaining the high school graduation exam is in line with the requirements of quality management and ensuring fairness in general education.
It is expected that the draft laws related to the education sector will be passed by the National Assembly on December 10.
