Currently, the country has nearly one million cars registered for transport business, including more than 318,000 passenger cars. According to regulations, these cars must be equipped with a journey monitoring device (GSHT), transmitting data to the server system of the service provider for the business and the GSHT data exploitation center managed by the Vietnam Road Administration.
Every month, the Department of Roads compiles GSHT data. Then, the Department of Transport of each province and city extracts and takes the list of vehicles violating speed limits and posts it publicly on the department's website. Vehicles that violate 5 times/1,000km traveled in 1 month will have their badges revoked.
According to local reports, because GSHT data is not extracted daily, many vehicles that violate speed limits hundreds of times only have their badges revoked after several months.
This is also the reason why many Thanh Buoi vehicles had their badges revoked up to 246 times in 9 months due to speeding violations. The Thanh Buoi vehicle that caused the accident in Dong Nai had also exceeded the speed limit 496 times in 3 months.
Or in Hanoi, in early April, this unit just announced the speeding violations in January. Among them was the case of a contract vehicle with license plate 29B-147.12 of Hoa Phat Tourism Trading and Service Company Limited that violated the speed limit 2,040 times in January 2023. Most recently, in early September, the Hanoi Department of Transport also issued a document to inspect and handle violations of speeding vehicles up to July.
Vehicle badges and plates are requested to be revoked after 30 days before being reissued.
Explaining the delay in synthesizing GSHT data and sending it to the local Department of Transport, Mr. Do Cong Thuy, Deputy Head of the Department of Vehicle and Driver Management, Vietnam Road Administration, said that the installation of GSHT devices or cameras is primarily to serve the management and operation of enterprises.
When a traffic accident occurs, the management agency relies on the business's data to investigate the accident, analyze the cause and handle violations. Transport businesses are responsible for monitoring and correcting driver violations through data from the GSHT device.
“According to the provisions of Decree 10, speeding violation data on the data system of the Vietnam Road Administration is aggregated monthly to serve the work of handling violations and revoking badges.
Because the system was built a long time ago (since 2015), the technology is outdated, processing capacity is limited, and monthly data synthesis is not fast and timely.
The reason is that there is almost no funding. However, the system is still receiving and monitoring in real time,” said Mr. Thuy.
To overcome this situation, in the immediate future, the Department will continue to issue documents requesting the Departments of Transport to increase data exploitation to immediately remind transport businesses with violations to take timely measures to correct drivers.
Mr. Thuy also informed that the Department is currently being assigned by the Ministry of Transport to draft a Decree amending and supplementing a number of articles of Decree 10/2020/ND-CP. Accordingly, the issuance and revocation of badges and signs for transport business vehicles will be tightened.
Specifically, there will be additional regulations for vehicles whose badges and plates have been revoked, and they will be reissued after 30 days.
“At that time, the business vehicle had to be parked for a month, immediately affecting the economic interests of the vehicle owner. This is also a warning to business owners, forcing them to be more responsible in managing drivers and vehicles,” Mr. Thuy informed.
Mr. NVH (Director of a transport company in Thai Nguyen) said that speeding vehicles always pose a potential risk to traffic safety. Statistics from traffic accidents show that speed-related causes account for 70%.
Vehicles that violate the speed limit multiple times per month are only found to be at fault by the driver, business owner, or management agency. “This shows that if a business has a strict management process for transportation in general and passenger transportation in particular, combined with a responsible boss, violations will certainly be minimized. With management agencies that do not strictly manage, vehicles that repeatedly violate the speed limit will occur,” said Mr. VH.
