In Chau Noi village, Duc Tho commune, which was recognized as a model new-style rural residential area in 2019 and is continuing to build a smart residential area, items such as security cameras or loudspeakers using information technology have been basically completed. However, the digitization of information and setting up of QR codes has been implemented very slowly and encountered many difficulties.



Mr. Pham Phuc Long, Secretary of Chau Noi Village Party Cell, said: “Updating data, especially the number of households, population and detailed information of each family to implement the smart village QR code, is facing many difficulties. Mainly because people are not open and hesitant in providing data. Currently, the village is still mobilizing people but the progress is still slow.”

In Cam Vinh commune, Tam Dong village was considered a bright spot in QR code application, when it was put into operation in 2023. In the first phase, the system was clearly effective, people only needed to scan the code to see information about model gardens, village maps, new announcements or introductions to historical relics of the village.
Ms. Tran Thi Hong, Head of the Farmers' Association of Tam Dong village, Cam Binh commune, recalls: "QR codes were very useful in the past. People have long been used to using them because they have a lot of information directly related to their lives. People and visiting groups from other places only need to scan the code to know a lot of information about the village."



However, the effect did not last long. Recently, almost all QR codes in the area reported errors and could not be accessed. Many people were surprised because they did not know that the system was not working.
Mr. Nguyen Huy Tri, Head of the Economic Department, Cam Binh Commune People's Committee said: "The QR code system has been degraded for a long time. In the coming time, the commune will review, fix and repair it to ensure smooth access and ensure digital transformation in localities."
A similar situation also occurred in Ha Thanh village, Thach Lac commune. QR codes at tourist experience sites and model gardens that were expected to serve tourists all encountered access errors.


Ms. Duong Thi Thu, a resident of Ha Thanh village, Thach Lac commune, shared: “The QR code has been broken for a long time but has not been repaired. Tourists come to visit but cannot see the information, what a waste.”
Currently, the whole province has built 23 smart village models focusing on many highly applicable items such as smart radio stations, security cameras, free wifi, lighting combined with remote control and Zalo platform for communication between villages and people. Some villages from 2021 to now have received financial support to build QR codes. However, the implementation is not synchronous, there is no long-term management and operation unit, causing many places to fall into a state of formality.
According to Mr. Nguyen Huu Hung, Deputy Head of the Professional Department - Ha Tinh New Rural Coordination Office, "Currently, the smart village QR code is assigned to the villages for management. To maintain the operation of this QR code system, people and households must regularly update information and data to the system. In the initial phase of implementation, households updated regularly so the system operated quite well. However, after a while, households did not update data to the system, so the access process failed and there was no information."

From 2023, the Ministry of Information and Communications (now the Ministry of Science and Technology) will no longer require 100% of households to have a digital address and will temporarily not include this indicator in the criteria for evaluating advanced NTM communes until there are official instructions. However, the fact that localities have received support and invested in infrastructure to create digital addresses and QR codes but are operating inefficiently, leading to waste and following trends is very noteworthy, and the government and relevant agencies need to control it.
Smart village QR code is the application of QR code to digitize information, helping people easily access public services, policies, or local community information just by scanning the code with their phones, promoting the digital transformation process in rural areas, bringing government and services closer to the people. It is like a personal "information portal", helping people grasp information quickly, replacing traditional manual methods.
