However, social media has now taken away 70% of that revenue from press agencies. Press agencies that have just started ordering are facing difficulties, including three Circulars previously issued by the Ministry of Information and Communications on technical and economic norms.

In the immediate future, the Ministry will amend 3 Circulars in the direction of issuing instructions for press agencies to proactively develop technical and economic norms; at the same time, coordinate with the Ministry of Finance to amend the contents related to Decree 60 to simplify administrative procedures. It is expected that these 3 Circulars will be amended by the first quarter of 2024.
Regarding long-term and fundamental solutions, Minister Nguyen Manh Hung said that it is necessary to change the revenue structure of the press, instead of relying only on advertising, adding orders from governing agencies and society.
He emphasized that the press is the mouthpiece of the governing body, so the governing body must be responsible for the operation of the press agency. At the same time, Mr. Hung emphasized the need to develop high-quality, in-depth, paid press products - this is also a trend in the world .
In addition, social networks account for 70% of advertising revenue, but use a lot of press products, violating press copyright. "Therefore, when amending the upcoming regime, the Ministry will stipulate that social networks, when using press products, must have an agreement with the press agency," said Minister Nguyen Manh Hung.
