Bottlenecks in the development of the marine economy .
At Discussion Center No. 5 of the congress, Associate Professor Dr. Vo Si Tuan (former Director of the Institute of Oceanography, member of the Vietnam Fatherland Front Committee of Khanh Hoa province) delivered a passionate and frank speech, pointing out bottlenecks in the development of the marine economy.
At the core of his perspective is the need for innovation in operational methods: the Vietnam Fatherland Front should not only focus on superficial movements, but must also deeply intervene in substantive economic development through the application of science and technology.

" The world is in Industry 4.0, but in the field of aquaculture and fisheries, we are still at level 0.4," he said, using a metaphor. The fragmented, spontaneous, and "every man for himself" nature of the industry makes fishermen feel small and powerless in the face of natural disasters and diseases.

Frontline officials need to possess "3 close qualities, 3 things to know, and 3 things to dare to do".
The delegates also discussed the topic of "Innovating working methods, building a team of Front cadres who are close to the people, understand the people, and walk alongside the people."
The opinions emphasized that each Front official must truly become a bridge of trust between the Party, the State, and the people, not only disseminating information but also listening, sharing, engaging in dialogue, and accompanying the people in resolving practical issues of life.

Ms. Le Thi Kim Chi, Permanent Vice President of the Vinh Long Provincial Labor Union, stated: "For officials, these criteria are 'three closes, three knows, three dares,' which include being close to the people, close to the grassroots, close to reality, knowing how to listen, knowing how to mobilize, knowing how to apply technology, daring to innovate, daring to take responsibility, and daring to act for the people."
Ms. Kim Chi suggested the need to strengthen organizations, forums, and conferences for sharing experiences among localities and regions to learn from successful models and effective practices.
In particular, Ms. Chi proposed the need to promote the application of science and technology, artificial intelligence, and digital transformation within the Fatherland Front system; to disseminate information, understand public opinion, receive feedback and suggestions from the people, and effectively utilize digital communication platforms.
In his concluding remarks at the discussion center, Mr. Bui Quang Huy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front and First Secretary of the Central Committee of the Youth Union, summarized the spirit of the discussion session into three key groups of issues.
Firstly, delegates proposed numerous solutions to promote the application of science and technology and digital transformation within the Fatherland Front system; while also emphasizing the role of the Fatherland Front in monitoring and providing feedback on innovative policies and participating in economic development (such as the marine economy).
Secondly, focus on improving the effectiveness and efficiency of the Fatherland Front's apparatus at all levels; removing obstacles and improving the quality of the staff in the context of digital transformation.
Thirdly, sharing best practices aims to leverage the intellectual contributions of member organizations, experts, and prominent figures, with the goal of building a model of Front cadres who are "close to the people, understand their thoughts and aspirations."
On behalf of the Presidium, Mr. Huy respectfully acknowledges and accepts all the heartfelt opinions of the delegates to compile and report to the congress.
