In 2025, the Vietnam Fatherland Front implemented a streamlining and consolidation of socio -political organizations under the unified umbrella of the Front. Could you please explain the greatest significance of this event for strengthening national unity in the new context?
Chairperson Bui Thi Minh Hoai:
It can be affirmed that 2025 is a special milestone, a "revolution" in the organizational structure of the Fatherland Front system. The restructuring and streamlining of political and social organizations under the "common roof" of the Fatherland Front is not merely a mechanical solution to reduce administrative layers or downsize personnel, but rather the highest political determination, a strategic step to realize the guiding principles of the Central Committee, the Politburo, and the Secretariat, headed by the General Secretary , regarding a streamlined political system that operates effectively and efficiently, meeting the urgent requirements for the country to confidently enter a new era – the era of the Vietnamese nation's advancement.

Decision No. 304-QD/TW dated June 10, 2025, marks a new and glorious chapter for the Vietnam Fatherland Front in the cause of building, consolidating, and promoting the strength of national unity, strengthening the close relationship between the Party, the State, and the people, and building a solid foundation of people's support. Based on the tradition of unity, innovation, and responsibility, the Vietnam Fatherland Front will further enhance its role in gathering and mobilizing all strata of the people, listening to voices from the grassroots, consolidating social consensus, arousing aspirations for contribution, and contributing to creating a great spiritual impetus for the country's development in the new era.
With strong political determination, from July 1, 2025, after restructuring, the Central Committee of the Vietnam Fatherland Front will have 29 departments and units directly under its authority, established and defined by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, including: 9 departments and units providing general advice and support; 3 public service units under the Central Committee; 7 departments providing advice and support to political and social organizations; and 10 public service units of political and social organizations.

At the provincial level: All provincial-level Vietnam Fatherland Front Committees have established specialized committees in accordance with the guidelines in Regulation No. 301-QĐ/TW dated June 9, 2025, of the Central Party Secretariat. Specifically, 30 provinces and cities have established 10 committees; 3 provinces and cities have established 9 committees (Hue, Lai Chau, Lang Son); 1 province has established 11 committees (Dong Nai); and several provinces have established 2 committees to advise on local trade union work (Trade Union Affairs Committee; Industrial Zone Trade Union Committee).
At the commune level: The Standing Committee of the Vietnam Fatherland Front Committees of provinces/cities have issued decisions recognizing the positions in the Standing Committees of 3,321 communes, wards, and special zones, ensuring the timely implementation and stable operation of the two-tiered local government model as prescribed.
Thus, it can be affirmed that the implementation of Resolution No. 18-NQ/TW and related conclusions on the reorganization of the apparatus of the Politburo and the Secretariat, as well as the content of the plan of the Party Committee of the Vietnam Fatherland Front and central mass organizations, has been carried out systematically, decisively, and scientifically by the Central Committee of the Vietnam Fatherland Front; achieving clear results in terms of awareness, organization, personnel, and operational efficiency; affirming the spirit of innovation, responsibility, and high political determination of the Vietnam Fatherland Front in implementing the major policies of the Central Committee on the reorganization of the political system's apparatus.

This streamlining strengthens the "common roof" of the Fatherland Front, creating a genuine synergistic force where the voices of all strata of the people—from workers, farmers, intellectuals to religious communities and overseas Vietnamese—are heard and synthesized in the quickest and most effective way. When political and social organizations come together under the "Front roof," they will better fulfill their role as a bridge between the Party, the State, and the people; promptly reflect the legitimate aspirations and concerns of all strata of the people; and participate more deeply in the process of social supervision, criticism, and policy making. The strength of the Fatherland Front comes not only from the number of member organizations, but from the synergy of goals, responsibilities, and actions aimed at the common good of the people and the sustainable development of the country.
It can be affirmed that, from that "common roof," the spirit of national unity and mutual support continues to spread strongly throughout the country and is most clearly demonstrated during times when people in many provinces and cities face difficulties and losses due to natural disasters, storms, and floods. According to you, what has created that strength, and how is the unifying and connecting role of the Fatherland Front clearly demonstrated?
Chairperson Bui Thi Minh Hoai:
Looking back at 2025, natural disasters, storms, and floods unfolded in a complex manner, causing severe damage to people and property in the Northern Midlands and mountainous regions, Central Vietnam, and South Central Vietnam. In response, the Politburo, the Secretariat, and General Secretary To Lam promptly directed response efforts; the Government and the Prime Minister issued numerous urgent directives; and local authorities, the military, and the police quickly deployed rescue operations, all prioritizing the safety of the people and ensuring they had food, water, and clothing above all else.

To contribute additional resources alongside the Party and State to support the people in overcoming difficulties, the Presidium of the Central Committee of the Vietnam Fatherland Front has twice issued appeals for support for people affected by storms and floods. Since the launching ceremony on October 2, 2025, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has received 472 agencies, units, businesses, and individuals at two reception points. As a result, after 122 days of launching (from October 2, 2025 to January 31, 2026), more than 1.4 million people and more than 17,000 organizations, units, and businesses have provided support through events and programs; Through the system of accounts and directly at the receiving points of the Central Relief Campaign Committee, the amount of funds and products transferred to the Central Relief Campaign Committee is over 1.442 billion VND, including: funds (cash, bank transfers) over 1.437 billion VND; products and gifts equivalent to over 4.772 billion VND.
As of January 31, 2026, the entire system of the Vietnam Fatherland Front at all levels had mobilized over 4,150 billion VND to support people in overcoming the consequences of storms and floods; as of February 7, 2026, over 3,472 billion VND had been allocated.
In addition, political and social organizations and mass associations assigned tasks by the Party and the State have taken many practical actions to support the people in the localities in overcoming difficulties and stabilizing their lives.
This result is proof of the precious Vietnamese tradition of "loving others as oneself" and "mutual support and compassion," and the Vietnam Fatherland Front has fulfilled its mission in reviving, preserving, and spreading this tradition so that whenever our people face difficulties and hardships, this spirit is amplified and shines brightly. This shared consensus and responsibility has created a solid social foundation for people in areas affected by natural disasters and floods, enabling them to overcome difficulties and rebuild their lives.
This shows that when the Fatherland Front operates under a unified "common roof," its connecting role extends beyond simply receiving money or relief supplies; it connects social resources with the actual needs of each household. We have directly instructed the Fatherland Front system at all levels and socio-political organizations to closely monitor the situation on the ground, accurately assess the damage, and provide support to the right people and in the right places. From the mobilized resources, thousands of "Great Solidarity" houses have been repaired and rebuilt, people's livelihoods have been restored, and children have returned to school. This is the most vivid proof of transforming "correct policies into correct actions and correct results."

Furthermore, the role of the Fatherland Front is also demonstrated in fostering the spirit of "mutual support" and sharing among the people in the flood-affected areas. Accordingly, in response to the "Quang Trung Campaign," along with the police and military forces, grassroots Fatherland Front officials and political and social organizations mobilized members to work together to complete houses built out of camaraderie and solidarity, helping people in the flood-affected areas to stabilize their lives as soon as possible. Besides allocating over 280 billion VND to the provinces of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong to participate in the construction and repair of houses; the Standing Committee of the Central Committee of the Vietnam Fatherland Front proposed to the Prime Minister to implement a support package for 34,579 households with house repairs and 4,000 households with new houses built during the Quang Trung Campaign; and to support 100,000 families affected by storms and floods in 9 central provinces. Support will be provided to 1,616 households whose houses were destroyed, collapsed, or swept away by natural disasters and storms from the beginning of 2025 in 18 provinces and cities, with a total budget of 479.725 billion VND (implementation starting January 16, 2026, to be completed before February 12, 2026).
The Fatherland Front and socio-political organizations have also intensified their monitoring activities to promptly prevent and stop acts of exploitation, personal gain, negativity, corruption, and waste during the campaign. This has created a solid foundation of public support.
Through practical implementation, we see that natural disasters can take away property and destroy villages; but they cannot take away human kindness, nor can they extinguish the sacred flame of solidarity of the Vietnamese people. And with our age-old tradition of compassion, with hearts sharing from all corners of the country, we have helped our compatriots in the flood-stricken areas overcome hardships, rebuild their homes, and restore peaceful new lives.
Based on the outstanding achievements in 2025, could you share the directions, priorities, and key solutions that the Vietnam Fatherland Front will implement in 2026 to further strengthen national unity in the new period?
Chairperson Bui Thi Minh Hoai:
2026 is a year of special significance, marking the beginning of a new development term for the country following the success of the 14th National Congress of the Party; 2026 is also the year in which the entire political system continues to prepare for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term; and prepares for the 11th National Congress of the Vietnam Fatherland Front, and the congresses of political and social organizations and mass associations assigned by the Party and State for the 2026-2031 term.
In response to this need, the Vietnam Fatherland Front must maximize its role as a political alliance and voluntary union of political organizations, socio-political organizations, social organizations, and exemplary individuals from all social classes, strata, ethnic groups, religions, and Vietnamese people residing abroad. This will enable the Vietnam Fatherland Front to play a central and core role in consolidating national unity, strengthening trust and increasing social consensus, and contributing to the successful achievement of the country's rapid and sustainable development goals in the new era, with the following key tasks:
Firstly, focus on publicizing the results of the 14th National Congress of the Party. Develop, thoroughly understand, publicize, disseminate, and implement the Action Program of the Vietnam Fatherland Front and its member organizations to implement the Resolutions of the Party Congresses at all levels and the 14th National Congress of the Party.
Propagating and mobilizing Party members, association members, and all strata of the people to study, understand, and implement the resolutions, directives, and conclusions of the Central Committee, the Politburo, and the Central Secretariat of the Party. Especially focusing on disseminating, concretizing, and implementing the nine strategic resolutions of the Politburo to drive national development in the new era.
Secondly, promote the people's right to self-governance in the consultation process for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term. This includes promoting the people's right to nominate and select outstanding and worthy individuals to represent the will, aspirations, and self-governance of the people; and promoting the supervisory role of the people, the Vietnam Fatherland Front Committee, and political and social organizations at all levels in implementing the provisions of the law on elections to ensure a democratic, fair, and lawful election.
Research and propose to the Party and State to continue improving the operational mechanisms and policies so that the Fatherland Front and other organizations and associations can participate extensively in social supervision and criticism, contributing to the development of the Party's guidelines and the State's policies and laws according to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; Build and promote "self-governance - self-reliance - self-supervision" models in residential communities, closely linking the government and the people, and practicing and promoting democracy at the grassroots level; Continue to implement the process of receiving and responding to voters' opinions on the "Digital Fatherland Front" platform; Implement the "Month of Listening to the People" at all levels, regions, and organizations under the Fatherland Front; Implement the assessment of the provincial-level social trust index, considering it an important tool to measure the consensus and reaction of society to the administration of the government at all levels.
Thirdly, effectively implement the Secretariat's Directive on leading and successfully organizing the 11th National Congress of the Vietnam Fatherland Front, and the Congresses of political and social organizations and mass associations assigned by the Party and State for the 2026-2031 term, so that the Congresses truly become profound political and social events; creating an atmosphere of enthusiasm and excitement among all strata of the people, united in their efforts to successfully build a Vietnam that is "peaceful, independent, unified, democratic, and prosperous" as envisioned by the beloved President Ho Chi Minh.
Fourth, continue to innovate the content and methods of implementing campaigns and emulation movements launched by the Vietnam Fatherland Front, and promote the role of consultation and coordinated action to enable the Fatherland Front, political and social organizations, and mass associations assigned by the Party and State to better care for the lives and strongly awaken national aspirations, the spirit of innovation and creativity among all strata of the people; gather, attract and mobilize the strength of workers, farmers, youth, women, the elderly, intellectuals, ethnic minorities, religious groups, business people and overseas Vietnamese to contribute their efforts and intellect to the development of the country.
The political report presented to the 14th National Congress of the Party emphasized eight overarching points in the implementation of strategic policies, including: “National unity is the foundation for converging and maximizing the strength of the people, creating invincible power for the country to overcome all difficulties and challenges and achieve prosperous and powerful development. We must persistently implement the policy of national unity on the foundation of the alliance between the working class, the peasantry, and the intelligentsia led by the Communist Party of Vietnam; harmoniously resolve the relationship of interests; ensure fairness and equality among ethnic groups, religions, classes, social strata, and each citizen in accessing opportunities and enjoying the fruits of development; promote democracy while strengthening responsibility, order, and discipline; and raise the sense of responsibility of each individual and community towards the nation and people.”
To achieve these goals, the decisive factor remains the role of the staff. We will focus on building a team of Front cadres who are courageous, dedicated, and creative, meeting the requirements of the streamlined organizational structure that will be reorganized in 2025. Each Front cadre must be imbued with the ideology of "the people are the foundation," using the satisfaction and well-being of the people as a measure of work performance. With the spirit of great unity forged from tradition and the strength of the times, I believe the Vietnam Fatherland Front will continue to excellently fulfill its mission, making important contributions to the journey of Vietnam's strong development, meeting the trust and expectations of the people.

On the occasion of the Lunar New Year of the Horse 2026, what message does the President wish to convey to the people of the whole country and Vietnamese expatriates abroad regarding the spirit of unity, civic responsibility, and faith in the country's development path in the new period?
Chairperson Bui Thi Minh Hoai:
In the joyful and enthusiastic atmosphere of the early days of the Spring of the Year of the Horse 2026, on behalf of the Central Committee of the Vietnam Fatherland Front, I would like to send to all compatriots, soldiers throughout the country and our compatriots abroad the warmest and most sincere feelings and best wishes for the New Year.
We are facing new opportunities and new prospects. I hope that every family, every individual, both at home and abroad, will continue to uphold the spirit of self-reliance and self-improvement, transforming the faith and aspirations of the new Congress term into a driving force for creativity in work and study. National unity is not something distant; it is present in the sharing between neighbors, in the consensus on major national policies, and in the desire to build a prosperous and beautiful homeland. This unity is nurtured daily by faith, civic responsibility, mutual support, and a shared commitment to the common good and the future of the country.
Entering the new year, with a "common home" – the Fatherland Front – now streamlined, efficient, and strong, we pledge to always be a reliable support, a place to gather and develop all the resources of the people. The strength of unity will maximize the power of national solidarity, create social consensus, and work together to successfully implement the Resolution of the 14th National Congress of the Party, contributing to building our country into a prosperous, strong, civilized, and happy nation.
"Unity, unity, great unity"
