Solidarity is a precious tradition of our people in the process of building and defending the country. The 2013 Constitution clearly states that the Vietnam Fatherland Front (VFF) “plays a core role in building the great national unity bloc, rallying and mobilizing the people to promote emulation movements, campaigns, practice democracy, and build social consensus”.
With such an important position, in the 2019 - 2024 term, the Vietnam Fatherland Front of Lao Cai province always closely follows political tasks, coordinates with the government and member organizations to effectively implement 5 programs of the Front's work, achieving many important and comprehensive results.
The Fatherland Front at all levels in the locality has coordinated with member organizations to propagate and mobilize people to comply with the Party's guidelines and policies, the State's policies and laws on socio-economic development, national defense, security, foreign affairs and national solidarity, programs, projects and resolutions of Party congresses at all levels, especially the Resolution of the 16th Lao Cai Provincial Party Congress and the 13th National Congress of the Party. The Fatherland Front at all levels in the province has gathered and united social, ethnic and religious components and people to strive to overcome all difficulties and challenges to successfully implement the goals and tasks of socio-economic development, ensure national defense and security, participate in Party building and government building, thereby fostering the trust of all classes of people in the Party's innovation cause and the management and administration of governments at all levels.
The Vietnam Fatherland Front Committees at all levels and member organizations have made great efforts in innovating information and propaganda, grasping the situation of the people and public opinion in the direction of promoting the role of reporters, propagandists, and prestigious people, especially in applying information technology, digital transformation, and using social networks to spread timely and accurate information to all social groups and classes.
The Vietnam Fatherland Front Committees at all levels and member organizations have become an important resource in gathering forces to carry out campaigns such as "All people unite to build new rural areas and civilized urban areas", the emulation movement "Lao Cai joins hands to build new rural areas and sustainable poverty reduction", the campaign "Vietnamese people prioritize using Vietnamese goods", the emulation movement "Solidarity - Creativity"; "All people protect national security", the movement "All people participate in protecting territorial sovereignty and national border security" and people's foreign affairs in the new situation...
Propaganda and mobilization work has been increasingly deepened with diverse and practical methods, thereby arousing and mobilizing many resources from organizations, individuals, businesses, and people in and outside the province. Typical examples of effective methods are activities related to the annual "Day for the Poor" peak month and the "Tet for the Poor" program. The "For the Poor" Fund in the past 5 years has mobilized more than 67 billion VND, thereby helping thousands of poor households to get medical examination and treatment; many households have seeds and capital for production; students have the conditions to go to school; 1,823 poor households have new houses.
The Provincial Party Committee also acknowledged the role of the Fatherland Front at all levels in Party building, government building, and promoting people's mastery, with the outstanding achievement being the successful organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term with a high rate of voters participating in the election in the whole province.
The work of social supervision and criticism has been gradually innovated and has had positive changes, most clearly demonstrated in the leading role in implementing Project No. 15-DA/TU of the Provincial Party Committee "On promoting the role of social supervision and criticism, participating in Party and government building of the Fatherland Front and socio-political organizations of Lao Cai province in the period of 2020 - 2025". The Fatherland Front Committee has also made many efforts to care for and protect the legitimate interests of the people, playing a good role in presiding over, negotiating and participating in giving opinions on Party and government building; promptly receiving and reflecting the thoughts, feelings and legitimate aspirations of the people to the authorities at all levels, helping the Party Committees and authorities effectively handle issues arising from the grassroots...
In the new term, the Vietnam Fatherland Front of Lao Cai province and its member organizations need to continue to clearly identify the core task of the Fatherland Front and its member organizations at all levels, which is to build and consolidate the great national unity bloc. The Fatherland Front at all levels is the place to gather the great unity bloc, promote the people's mastery, and be the bridge between the people and the Party.
To perform that task well, the Vietnam Fatherland Front at all levels and its member organizations need to continue to thoroughly grasp the thoughts of President Ho Chi Minh, the Party's policy on the spirit of great national unity, focusing on Resolution 43-NQ/TW 2023 of the 8th Central Conference, 13th tenure. For the Vietnam Fatherland Front Provincial Committee, it is necessary to proactively innovate and be creative in its working methods, increase its focus on the grassroots, and absorb people's opinions and initiatives through meetings, contacts and dialogues to create high consensus in the whole society on implementing the Party's policies and the State's laws. The Vietnam Fatherland Front and its member organizations have more positive solutions to grasp the people's situation, care for and promote the role of prestigious people and outstanding individuals among ethnic groups, religions, and social classes; build many models and typical examples with positive influence.
The Fatherland Front at all levels continues to effectively carry out patriotic emulation campaigns and movements, promoting the people's positivity, proactiveness, and creativity in economic development, legitimate enrichment, and upholding community spirit and the tradition of charity. Continue to clarify the significance of activities such as building the "For the Poor" Fund, social security programs, especially in ethnic minority areas, border areas, and areas of special difficulty. From patriotic emulation movements, it is necessary to promptly detect and promote typical examples to create a positive spread in the community; widely propagate good examples for many people to follow.
Promote the role of the Vietnam Fatherland Front and its member organizations in Party and government building; closely follow the grassroots, grasp the grassroots situation and listen to the people's aspirations; promote the core role in gathering and uniting the people. In addition, actively advise the Party committee, propose to the government to ensure the legitimate, just and practical interests of union members, association members and the people; strengthen the work of reconciling conflicts among the people in residential areas, while improving the quality of supervision and social criticism activities, contributing to creating high consensus in society.
In the new situation, the Fatherland Front at all levels continues to improve the quality of people's foreign affairs, solidarity, friendship and international cooperation; promote information, propaganda, and combat against false, destructive and hostile arguments, especially issues related to ethnicity, religion and human rights. The Fatherland Front effectively coordinates with socio-political organizations and member organizations to create unity and synchronization in implementing people's foreign affairs activities, expanding models of twinning and friendly exchanges associated with the model of "All people participating in protecting territorial sovereignty and national border security".
The Vietnam Fatherland Front and its member organizations need to continue to innovate the content and methods of operation in a practical and effective manner; improve the quality of the staff, grasp the Party's guidelines and resolutions, the State's policies and laws, and local laws in propaganda and mobilization activities. Pay more attention to the staff of the front at all levels, especially at the grassroots level, through training, education, rotation, and improving the capacity of front staff to propagate and mobilize the masses.
Focus on coordinating with the government and member organizations through specific regulations, programs and plans to strengthen and enhance the prestige of the Vietnam Fatherland Front in gathering all classes of people, ethnic groups and religions in the area, forming a unified bloc to promote patriotism, self-reliance, self-reliance, national pride, and contribute the capabilities and intelligence of individuals and collectives in building Lao Cai province to become increasingly rich and strong, worthy of being a bright spot in the region.
