The above content is mentioned in an urgent document of the Ho Chi Minh City Urban Railway Management Board (MAUR) recently sent to the City People's Committee regarding the implementation status of metro project No. 1 (Ben Thanh - Suoi Tien).

This is the first urban railway project in Ho Chi Minh City, expected to be put into commercial operation from December 22.

MAUR said that currently, in the CP1a package (construction of the underground section from Ben Thanh station to City Theater station), there are problems because the SMC4 Joint Venture (Sumitomo Mitsui - CIENCO 4 Joint Venture - General Contractor of the CP1a Package) has not reached an agreement in signing the project documents.

Currently, the signature of the member of the consortium CIENCO4 Group Joint Stock Company (CIENCO4 Group) is missing in the contract appendices (contract appendices adjusting the contract performance time, contract appendices related to payment and disbursement, provision of VAT invoices of the consortium for payment...).

MAUR has worked with representatives of the units on this issue many times, thereby listening to opinions, wishes and proposals. However, up to now, the relevant parties have not yet resolved it completely.

MAUR believes that this content requires strong direction from the State Steering Committee for important national projects and works, key to the transport sector ( Ministry of Transport ).

Therefore, MAUR reported to the City People's Committee to propose that the competent authority give instructions to CIENCO4 Group, requesting this contractor to quickly complete the above documents in November to ensure the project's completion progress.

In case CIENCO4 Group does not comply, it is recommended that there should be measures to deal with other Ministry of Transport projects that this group is participating in, such as limiting bidding for a limited time in Ho Chi Minh City.

More than 30,136 billion VND has been disbursed.

The Ben Thanh - Suoi Tien metro line started construction in August 2012, is 19.7km long with 14 stations (11 elevated stations and 3 underground stations) and one depot.

The project passes through districts: 1, Binh Thanh, Thu Duc City (HCMC) and Di An City ( Binh Duong ) with a total investment of more than 43,000 billion VND.

As of November 20, the disbursement of this project was more than VND 30,136 billion, reaching 68.87% of the total investment. Currently, MAUR is focusing on coordinating with the contractor to complete the disbursement by the end of 2024 according to regulations.
