The standing agency of the State Inspection Council on construction work acceptance has just sent an official dispatch to the Ho Chi Minh City Urban Railway Management Board (MAUR - investor) regarding the results of the inspection of the preparation work and review of the project completion documents at metro project No. 1 (Ben Thanh - Suoi Tien metro).
Based on the results of the inspection and review by the Standing Body of the Council and the Expert Group, it shows that MAUR and the contractors have made many efforts and determination in organizing and implementing the project to meet the completion and operation schedule.
At the time of inspection, the construction of Metro Line 1 was basically 99% complete. MAUR is also organizing the project's joint operation (test run) and preparing for the project's trial run. This work is expected to be completed by the end of November 2024.
According to the investor, it will be until mid-December 2024 that the system safety certificate can be issued. The competent authorities are organizing inspections of fire prevention and fighting and environmental safety items. Meanwhile, the work of preparing and collecting documents to complete the new project is being carried out by the contractors, which are currently incomplete, and the list of documents to complete the project has not been prepared according to regulations.
The Council believes that in order to put the elevated section of the project into operation to meet the schedule by the end of 2024, the investor needs to urgently review and complete the existing documents for completing the project in the CP2 package (construction of the elevated section and depot 17.1 km long from Ba Son station to Long Binh Depot).
Based on the construction status, the investor makes a detailed plan for the completion of remaining items and work as a basis for project completion acceptance.
The Council also requested the system safety assessment consultant to arrange sufficient personnel to speed up the safety assessment work. Relevant units need to promptly provide complete records and documents to the system safety assessment consultant and resolve and handle arising technical issues so as not to affect the progress of this work...
In addition, the investor needs to urgently carry out the project's environmental impact assessment. During the implementation process, it is necessary to closely coordinate with the specialized agencies of the Ministry of Natural Resources and Environment to provide relevant records and documents to promptly resolve any existing problems and obstacles related to the issuance of environmental licenses, if any.
Ben Thanh - Suoi Tien metro line started construction in August 2012, 19.7km long with 14 stations (11 elevated stations and 3 underground stations) and one depot. The project passes through districts: 1, Binh Thanh, Thu Duc City (HCMC) and Di An City ( Binh Duong ). The project has a total investment of more than 43,000 billion VND.
Recently, the Ho Chi Minh City People's Committee issued a decision approving the adjustment of the project implementation time, including the completion time of construction at the end of the fourth quarter of 2024. Other contents remain unchanged compared to the decision approved in 2023.
The investor is fully responsible before the law for the content, accuracy and honesty of the information, reported data and submitted documents.
At the same time, MAUR is responsible for organizing the implementation of metro line 1 project in accordance with legal regulations to ensure quality, efficiency, construction completion time and commercial operation of the entire line by the end of this fourth quarter.
