The shift in the operating model of household businesses from traditional management methods to financial declaration and transparency is no longer an option, but has become an essential requirement.

The aggressive involvement of commercial banks in the comprehensive digital ecosystem is becoming a crucial "support system," helping millions of businesses overcome cost and procedural barriers to confidently enter the modern business environment.

Removing barriers to transition

The practical implementation of the new policies on electronic invoices, tax declarations, and the separation of business accounts shows that the biggest difficulty for household businesses lies not in the regulations themselves, but in their ability to adapt. From the habit of manual record-keeping and operating based on experience, the shift to digital management tools has left many households confused, even apprehensive.

In Hanoi, Ms. Nguyen Thu Thuy, the owner of a restaurant in Ngoc Ha ward, said that she was initially very worried about making mistakes in tax declarations, leading to penalties. However, after participating in online training sessions organized by the tax authorities and receiving support from technology companies in using sales software, Ms. Thuy gradually became familiar with tracking revenue, compiling data, and filing taxes electronically. "They guided us step-by-step, so it was quite easy to understand. Once we started, we found it wasn't as complicated as we thought," Ms. Thuy shared.

Sharing the same sentiment, Mr. Duong Ngoc Thinh, a grocery store owner in Hoan Kiem ward, said that he was quite confused in the early days of using the software and filing taxes electronically. However, after tax officials provided direct guidance in the area, recording revenue and filing declarations gradually became familiar.

In this context, the role of commercial banks is becoming increasingly prominent. Beyond providing payment services, many banks have proactively collaborated with tax authorities to implement solutions to support household businesses right from the initial operational stages.

According to Nguyen Van Dai, Director of the Household and Micro-Enterprise Customer Segment at PVcomBank, the biggest challenge currently is the initial investment cost and the reluctance to deal with complicated procedures. To overcome this, the bank has implemented a series of comprehensive solutions such as providing sales software, waiving electronic invoices and digital signatures during the initial period; supporting the installation of payment equipment, and connecting directly with the tax authority's system for convenient electronic tax payment. Notably, PVcomBank recently signed agreements with tax authorities in 22 localities to implement solutions supporting electronic tax declaration, payment, and cashless payments. Through this connection, household businesses can simultaneously perform financial transactions and tax obligations on the same platform.

Many major banks such as Agribank , BIDV, VPBank, MB, MSB… have also developed integrated digital ecosystems, allowing business households to manage sales, track cash flow, issue electronic invoices, and fulfill tax obligations directly on the bank's application.

Cash flow transparency - Elevating the status of household businesses.

Previously, household businesses relied primarily on experience and "informal" cash flow. Now, the requirement for separate accounts and tax declarations is forcing this sector to change towards greater transparency. According to Circular No. 25/2025/TT-NHNN amending and supplementing Circular No. 17/2024/TT-NHNN of the State Bank of Vietnam on opening and using payment accounts, from March 1, 2026, bank accounts serving the production and business activities of household businesses must be opened and used in accordance with the name on the Business Registration Certificate.

At the same time, Decision No. 3389/QD-BTC of the Ministry of Finance stipulates that households with revenue of 200 million VND/year or more are required to have their own bank account from the beginning of 2026. This is not only a legal requirement but also an important step towards standardizing financial data.

A representative from PVcomBank stated that business households with transparent cash flow and stable transactions through the bank may be granted credit limits of up to 36 months with simpler procedures and more favorable interest rates.

According to experts, when financial data is digitized and standardized, household businesses not only meet tax management requirements but also form a "living credit profile"—a crucial factor for expanding scale and participating more deeply in the supply chain. Currently, many banks have integrated tools for analyzing cash flow and managing revenue in real time, helping household businesses shift from "record-keeping" to "management." This is a fundamental step, creating a foundation for professionalization.

Dr. Chau Dinh Linh (Ho Chi Minh City University of Banking) emphasized that the new regulations present an opportunity for household businesses to transform into a professional model. However, for this transition to proceed smoothly by 2026, there needs to be more coordinated efforts between the tax authorities, banks, and industry associations in popularizing digital skills for household businesses.

Furthermore, standardizing accounts and increasing cash flow transparency should not be viewed as purely administrative pressure. Technology and policies are only necessary conditions. The decisive factor remains the change in mindset of the business owners themselves. In an economy increasingly demanding transparency and standardization, slow adaptation not only deprives businesses of access to capital but also risks shrinking their market share. Conversely, those who proactively leverage the support of banks to build a systematic management system will have a clear competitive advantage.
