Minh Hoa is a mountainous district located in the Northwest of Quang Binh province with 89km of border, 04 border communes are Dan Hoa, Trong Hoa, Hoa Son and Thuong Hoa bordering the Lao PDR. The whole Minh Hoa district has 02 main ethnic minorities: Bru Van Kieu, Chut and some other ethnic minorities such as (Muong, Thai, Tho, Tay, Khmer, Nung, Gia rai, Mong, Pa Co, Ta Oi, Hre, Ba Na, Xo Dang, Co Ho, Ede) settling in the area with about 23.2% of the district's population. Ethnic minorities live mainly in 42 villages and hamlets of 04 border communes.

In the period of 2019-2024, the state management of ethnic groups in the area has had positive changes. The organization and implementation of ethnic work and ethnic policies have been implemented correctly, accurately and with high efficiency by the locality.

Implementing Decision No. 2085/QD-TTg dated October 31, 2016 of the Prime Minister on approving the project "Supporting socio -economic development of ethnic minority and mountainous areas in the period of 2017-2020", Minh Hoa has allocated over 2 billion VND to renovate, restore, and reclaim 1.1 hectares of land to allocate to 13 ethnic minority households. Support land reclamation, terraced fields, land improvement, and water supply for households in 02 villages of K Ooc, Do - Ta Vong, Trong Hoa commune. Thanks to that, the Chut ethnic people in the two villages of K Ooc and Do - Ta Vong have been proactive in their food sources.

Along with that, Minh Hoa district has also effectively implemented ethnic policies according to Decision No. 2086/QD-TTg dated October 31, 2016 of the Prime Minister "Approving the Project to support socio-economic development of ethnic minorities with very small populations in the period 2016-2025". With a capital of 8 billion VND in the period 2019-2024, the locality has supported corn and peanut varieties and fertilizers for 1,074 ethnic minority households. Supported acacia varieties and fertilizers for 76 ethnic minority households; Supported breeding laisind cows for 490 ethnic minority households; Supported repair and renovation of barns for 487 households so that livestock farmers can develop their economy and escape poverty.

Along with livelihood support, training to improve the level and awareness of the people is also focused. In the past 5 years, Minh Hoa has organized 26 training courses for Chut ethnic households on farming and livestock farming techniques. Organized many trips to take the team of village elders, village chiefs and prestigious people to visit and study in many localities in the country to learn about production, livestock farming, business and service models for economic development.

In particular, from 2022, the entire political system in the mountainous district of Minh Hoa has started implementing the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas (National Target Program 1719). Cumulatively from 2022 to present, Minh Hoa has been allocated 349,667 million VND to implement 10 Projects of the National Target Program 1719. After 3 years of implementation, the Program has had a strong and comprehensive impact on the face of the mountainous countryside and the lives of local people.

Up to now, Minh Hoa has built 180 houses to hand over to households that benefit from housing support policies in Project 1. Along with that, the local government has supported the planning and survey of 13 locations to build residential stabilization areas.

Also from the resources of the National Target Program 1719, Minh Hoa has invested in the construction of 26 infrastructure projects in ethnic minority areas. Of which, there are 20 traffic projects, 6 cultural and educational projects in 04 extremely difficult communes.

The program has implemented 11 models of community production development. Health care and protection for ethnic minorities has been focused on. In particular, currently in Minh Hoa district, 100% of poor ethnic minorities have been granted health insurance cards.

Minh Hoa district is continuing to strive to increase the average income per capita in ethnic minority areas by 1.5 times compared to 2024 by the end of 2029. At the same time, reduce the number of poor households in ethnic minority areas by 5-7% each year. By the end of 2029, the district strives to have 80% of villages and hamlets with paved roads to the center. 100% of schools, classrooms and medical stations are solidly built; 100% of households have access to the national grid and other suitable power sources; 90% of ethnic minority people have access to clean water for daily use.

Over the past 5 years, ethnic affairs and ethnic policies have been effectively implemented by the Minh Hoa local government. Thanks to that, the people's lives have also been improved, and their trust in the Party and the State has been further consolidated. Entering the final months of the 2019-2024 period, ethnic minorities are working hard to produce, maximizing their internal resources to successfully complete the socio-economic goals of 2024. From there, creating momentum for the district's economic development in the following years, contributing to building Minh Hoa homeland to be increasingly rich and civilized. At the same time, practically celebrating the 150th anniversary of the establishment of Minh Hoa district (1875-2025) and the 35th anniversary of the re-establishment of the district (July 1, 1990 - July 1, 2025).

According to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, Minh Hoa district has 07 communes in the ethnic minority and mountainous areas in the period of 2021-2025. Including 04 communes in area III (Dan Hoa, Trong Hoa, Thuong Hoa, Hoa Son), 01 commune in area II (Hoa Tien), 02 communes in area I (Hoa Phuc, Hoa Hop).
